HLS 14RS-1489 ORIGINAL Page 1 of 2 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 77 BY REPRESENTATIVE BARROW CIVIL SERVICE/COMMISSION: Requests the State Civil Service Commission to provide a mechanism for placing employees in a specified situation on a preferred reemployment list A CONCURRENT RESOLUTI ON1 To urge and request the State Civil Service Commission to adopt a rule to allow state2 employees whose jobs are privatized or whose jobs are relocated to another parish3 more than fifty miles from the previous work location to be placed on a preferred4 reemployment list.5 WHEREAS, an increasing number of classified state employees are being placed in6 a position where their jobs are either being privatized or their jobs are relocated to another7 parish more than fifty miles from the previous work location, and rather than being laid off,8 their jobs are either eliminated or moved to a location to which the employees may find it9 difficult or impossible to relocate in a short period of time; and10 WHEREAS, experienced employees contribute a breadth of knowledge and stability11 to the workplace; and12 WHEREAS, the benefit of retaining experienced, well-performing state employees13 combined with the high cost of training new employees makes it sensible and desirable to14 give preference to employees whose jobs are privatized or whose jobs are relocated to15 another parish more than fifty miles from the previous work location.16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby17 urge and request the State Civil Service Commission to adopt a rule to allow state employees18 whose jobs are privatized or whose jobs are relocated to another parish more than fifty miles19 from the previous work location to be placed on a preferred reemployment list.20 HLS 14RS-1489 ORIGINAL HCR NO. 77 Page 2 of 2 BE IT FURTHER RESOLVED that the State Civil Service Commission shall report1 its progress on the rule to the House Committee on House and Governmental Affairs and the2 Senate Committee on Senate and Governmental Affairs no later than July 1, 2014.3 DIGEST The digest printed below was prepared by House Legislative Services.
