HOUSE CONCURRENT RESOLUTI ON NO. 81
BY REPRESENTATIVE PEARSON
CHILDREN/NEWBORNS:  Authorizes and directs the Department of Health and Hospitals
to amend the administrative rule relative to the mandatory screenings to be
performed for a newborn child
A CONCURRENT RESOLUTI ON1
To authorize and direct the Department of Health and Hospitals to amend LAC 48:V.63032
to add adrenoleukodystrophy to the list of mandatory screenings performed on3
newborns when it is recommended by the United States Department of Health and4
Human Services Secretary's Advisory Committee on Heritable Disorders in5
Newborns and Children, the American College of Medical Genetics, and the6
Louisiana Newborn Screening Advisory Committee.7
WHEREAS, adrenoleukodystrophy is a genetically determined neurological disorder8
that affects one in every seventeen thousand nine hundred boys worldwide; and9
WHEREAS, the presentation of symptoms occurs somewhere between the ages of10
four and ten; and11
WHEREAS, adrenoleukodystrophy affects the brain with demyelination, damage to12
the myelin sheath, an insulating membrane that surrounds nerve cells in the brain; and13
WHEREAS, adrenoleukodystrophy does not have any specific treatment regimen and14
the prognosis is poor; and15
WHEREAS, the childhood form is a progressive disease that declines with age; and16
WHEREAS, screening for adrenoleukodyst rophy in a newborn child is relatively new17
and, at this time, the United States Department of Health and Human Services Secretary's18
Advisory Committee on Heritable Disorders in Newborns and Children, the American19 HLS 14RS-2243	ENGROSSED

College of Medical Genetics, and the Louisiana Newborn Screening Advisory Committee1
have not recommended screening newborn children for adrenoleukodystrophy; and2
WHEREAS, the Department of Health and Hospitals promulgates LAC 48:V.6303,3
the administrative rule that contains the current list of mandatory screenings performed on4
newborns. 5
THEREFORE, BE IT RESOLVED by the Legislature of Louisiana that the6
Department of Health and Hospitals shall add adrenoleukodystrophy to the current list of7
mandatory newborn screenings to be performed when it is recommended by the United8
States Department of Health and Human Services Secretary's Advisory Committee on9
Heritable Disorders in Newborns and Children, the American College of Medical Genetics,10
and the Louisiana Newborn Screening Advisory Committee.11
BE IT FURTHER RESOLVED that if the United States Department of Health and12
Human Services Secretary's Advisory Committee on Heritable Disorders in Newborns and13
Children, the American College of Medical Genetics, and the Louisiana Newborn Screening14
Advisory Committee do recommend that adrenoleukodystrophy be added to the list of15
mandatory screenings performed on newborns, the secretary of the Department of Health16
and Hospitals is hereby authorized and directed to amend LAC 48:V.6303 to add17
adrenoleukodystrophy to the list of mandatory screenings performed on newborns.18
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the19
secretary of the Department of Health and Hospitals.20
