HOUSE CONCURRENT RESOLUTI ON NO. 98
BY REPRESENTATIVE JEFFERSON
TAX CREDITS:  Urges and requests the secretary and staff of the Dept. of Economic
Development to advise businesses receiving tax and other financial incentives that
the legislature requests that hiring decisions be focused on Louisiana residents
A CONCURRENT RESOLUTI ON1
To urge and request that the secretary and staff of the Department of Economic2
Development advise businesses receiving state tax and other financial incentives for3
business development that the Louisiana Legislature requests that hiring decisions4
be focused on Louisiana residents to the greatest degree possible.5
WHEREAS, Louisiana has a robust array of programs for tax and other financial6
incentives for the development and maintenance of new businesses in the state; and7
WHEREAS, hiring locally has a direct impact upon maximization of the indirect8
economic effects generated by a specific incentive, which economic effects can be used to9
measure the success of the incentive policy; and10
WHEREAS, the Louisiana Legislature has great interest in the state's economy and11
growth in opportunities for Louisiana residents to find meaningful permanent employment;12
and13
WHEREAS, the secretary and staff of the Department of Economic Development14
work closely with businesses receiving tax and other financial incentives and, given this, are15
well-suited to share this expression of the legislature with regard to employment16
opportunities for Louisianians.17
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby18
request that the secretary and staff of the Department of Economic Development advise19

the Louisiana Legislature requests that hiring decisions be focused on Louisiana residents1
to the greatest degree possible.2
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted by the3
clerk of the House of Representatives to the secretary of the Department of Economic4
Development.5
