ENROLLED Page 1 of 2 Regular Session, 2014 HOUSE CONCURRENT RESOLUTI ON NO. 98 BY REPRESENTATIVE JEFFERSON A CONCURRENT RESOLUTI ON To urge and request that the secretary and staff of the Department of Economic Development advise businesses receiving state tax and other financial incentives for business development that the Louisiana Legislature requests that hiring decisions be focused on Louisiana residents to the greatest degree possible. WHEREAS, Louisiana has a robust array of programs for tax and other financial incentives for the development and maintenance of new businesses in the state; and WHEREAS, hiring locally has a direct impact upon maximization of the indirect economic effects generated by a specific incentive, which economic effects can be used to measure the success of the incentive policy; and WHEREAS, the Louisiana Legislature has great interest in the state's economy and growth in opportunities for Louisiana residents to find meaningful permanent employment; and WHEREAS, the secretary and staff of the Department of Economic Development work closely with businesses receiving tax and other financial incentives and, given this, are well-suited to share this expression of the legislature with regard to employment opportunities for Louisianians. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby request that the secretary and staff of the Department of Economic Development advise businesses receiving state tax and other financial incentives for business development that the Louisiana Legislature requests that hiring decisions be focused on Louisiana residents to the greatest degree possible.
