HLS 14RS-4755 ORIGINAL Page 1 of 3 Regular Session, 2014 HOUSE RESOLUTION NO. 124 BY REPRESENTATIVES HARRISON, CHAMPAGNE, HUVAL, BARRAS, AND JONES COMMENDATIONS: Commends Phil Haney on his retirement and thirty-five years of public service A RESOLUTION1 To commend J. Phil Haney on his retirement and thirty-five years of public service.2 WHEREAS, in 1971, Mr. Haney graduated from the University of Southwestern3 Louisiana and entered the United States Army, where he served as a paralegal and criminal4 investigator; and5 WHEREAS, Mr. Haney entered Louisiana State University Law School following6 his term in the Army; he received his Juris Doctor in 1976 and became a prosecutor with the7 16th Judicial District Attorney's Office; and8 WHEREAS, during his time with the District Attorney's Office, Mr. Haney has been9 involved as a major felony and drug prosecutor and has prosecuted or supervised prosecution10 of over 40,000 felony cases; he has traveled with the Louisiana State Police, United States11 Customs, and the St. Martin Parish Sheriff's Office on narcotics investigations to Texas,12 Alabama, Georgia, North Carolina, and South Carolina; and13 WHEREAS, Mr. Haney has prepared and presented seminars on narcotic14 investigations, asset seizure and forfeiture, and courtroom preparation for narcotic15 investigators while acting as the chief drug prosecutor for the parishes of Iberia, St. Martin,16 and St. Mary; and17 WHEREAS, in 1980, Mr. Haney was appointed as administrator and chief prosecutor18 for the District Attorney's Office in St. Martin Parish and, in 1999, he was elected as one of19 HLS 14RS-4755 ORIGINAL HR NO. 124 Page 2 of 3 only eight associate directors for the National District Attorneys Association representing1 the assistant district attorneys throughout the United States; and2 WHEREAS, Mr. Haney was elected District Attorney of the 16th Judicial District3 on October 7, 2000, and was reelected without opposition in 2002 and 2008. He has served4 as legal advisor to the St. Martin Parish Police Jury and numerous other public bodies; and5 WHEREAS, Mr. Haney served as President of United Way of Iberia in 2006 and was6 Campaign Chairman from 2001 to 2005; he is a member of the board of the Boys and Girls7 Club of Acadiana, Iberia Parish, and served as Honorary Chairman for the Boys and Girls8 Club of Acadiana Back-Our-Youth Campaign from 2001 to 2006; and9 WHEREAS, in 2003, Mr. Haney was recognized as the first recipient of the Hero for10 Youth Award given by the Iberia Parish School Board for his involvement helping at-risk11 youth of Iberia Parish, and he and his wife, Renee, were named Distinguished Citizens by12 the Boy Scouts of America, Evangeline Council in 2004; and13 WHEREAS, in 2005, Mr. Haney was named as Public Official of the Year by the14 Louisiana Association of Social Workers and, in 2006, was named the Civic Citizen of the15 Year by the Greater Iberia Chamber of Commerce and was named by the St. Mary Parish16 Chamber of Commerce as the recipient of the Virginia-Tyler Guillotte Service Award; and17 WHEREAS, Mr. Haney was appointed by Governor Bobby Jindal to serve on the18 Drug Control and Violent Crime Policy Board and the Drug Policy Board in 2008; and19 WHEREAS, Mr. Haney was president of the Louisiana District Attorneys20 Association for 2009 and is currently a member of both the Juvenile Justice Task Force and21 the Legislative Committee for the Louisiana District Attorneys Association; and22 WHEREAS, Mr. Haney was a contributing author in the research article "Early23 Intervention Between Schools and Law Enforcement" published in Criminology and Public24 Policy in May 2012.25 THEREFORE, BE IT RESOLVED that the House of Representatives of the26 Legislature of Louisiana does hereby commend J. Phil Haney for his outstanding thirty-five27 years of public service, does hereby express its deepest gratitude for all of the significant28 contributions he has made in changing the landscape of Louisiana for the better, and does29 HLS 14RS-4755 ORIGINAL HR NO. 124 Page 3 of 3 hereby extend best wishes during his retirement period for a fulfilling life as he starts this1 new chapter in his life.2 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted3 to J.
