HLS 14RS-4985 ORIGINAL Page 1 of 3 Regular Session, 2014 HOUSE RESOLUTION NO. 137 BY REPRESENTATIVE SIMON SPECIAL DAY/WEEK/MONTH: Recognizes Wednesday, May 14, 2014, as Louisiana Orthopaedic Day at the state capitol A RESOLUTION1 To commend the Louisiana Orthopaedic Association and to recognize Wednesday, May 14,2 2014, as Louisiana Orthopaedic Day at the state capitol.3 WHEREAS, the House of Representatives of the Legislature of Louisiana hereby4 commends the Louisiana Orthopaedic Association for providing vital medical care and5 services for the citizens of our state; and6 WHEREAS, the mission of the Louisiana Orthopaedic Association is to encourage,7 develop, and increase knowledge and awareness of orthopaedic surgery among the8 association's present and future members and to foster and assure the highest quality of9 musculoskeletal health care through all of the following means:10 (1) Education of orthopaedic surgeons, other health care practioners, and the public.11 (2) Promotion of research concerning orthopaedic medicine.12 (3) Effective communication with other health care professionals and the public; and13 WHEREAS, these and other functions of the Louisiana Orthopaedic Association14 serve to foster, develop, support, and augment charitable, scientific, and educational efforts;15 and16 WHEREAS, the association also monitors legislation, regulations, administrative17 rulings, and court decisions affecting the practice of orthopaedic surgery, and provides18 timely reports with respect thereto to the association's board of directors; and19 WHEREAS, the Louisiana Orthopaedic Association promotes high moral and ethical20 standards, along with fellowship and good will among its members; and21 HLS 14RS-4985 ORIGINAL HR NO. 137 Page 2 of 3 WHEREAS, bone and joint health problems are among the most prevalent and1 debilitating health challenges that Americans face, both in human and economic terms; and2 WHEREAS, unencumbered access to orthopaedic care is vital to ensuring that our3 workers, communities, and economy remain healthy and strong; and4 WHEREAS, the indirect economic benefit for the annual number of approximately5 six hundred thousand patients who have a total knee replacement is roughly twelve billion6 dollars over those patients' lifetimes; and7 WHEREAS, approximately eighty-five percent of that economic benefit is associated8 with increased employment and earnings, with the remaining fifteen percent of the benefit9 associated with fewer missed work days and lower disability payments; and10 WHEREAS, for an average knee replacement, the total of all medical costs for11 surgery and rehabilitation is slightly greater than twenty thousand dollars, but these expenses12 are more than offset by indirect savings of over thirty-nine thousand dollars resulting from13 that procedure; and14 WHEREAS, the quality orthopaedic care that the Louisiana Orthopaedic Association15 promotes is of immense value to this state.16 THEREFORE, BE IT RESOLVED that the House of Representatives of the17 Legislature of Louisiana does hereby commend the Louisiana Orthopaedic Association for18 providing vital medical care and services and does hereby express sincere gratitude to19 Louisiana's orthopaedic surgeons for their contributions to the health and welfare of the20 citizens of our state.21 BE IT FURTHER RESOLVED that the House of Representatives of the Legislature22 of Louisiana does hereby recognize Wednesday, May 14, 2014, as Louisiana Orthopaedic23 Day at the state capitol.24 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted25 to the president, the executive director, and the legislative chairman of the Louisiana26 Orthopaedic Association.27 HLS 14RS-4985 ORIGINAL HR NO. 137 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
