HOUSE RESOLUTION NO. 193
BY REPRESENTATIVE IVEY
A RESOLUTION
To commend David Hooper of Baton Rouge upon achieving the rank of Eagle Scout and
earning twenty-one merit badges.
WHEREAS, it is appropriate to commend and celebrate the accomplishments of
David Hooper of Boy Scouts of America Troop 169 on the memorable and historic occasion
of his attainment of the prestigious rank of Eagle Scout; and
WHEREAS, the purpose of Boy Scouts of America, incorporated on February 8,
1910, and chartered by the United States Congress in 1916, is to provide an educational
program for boys and young adults to build character, to train in the responsibilities of
participating citizenship, and to develop personal fitness; and
WHEREAS, to earn the rank of Eagle Scout, the highest rank in Scouting, a Boy
Scout must fulfill all requirements in the areas of leadership, service, and outdoor skills, and
the Eagle Scout must earn twenty-one merit badges which signify the mastery of Scoutcraft
skills, including Citizenship in the Community, Citizenship in the Nation, and Citizenship
in the World; and
WHEREAS, in addition to earning the twenty-one merit badges, David Hooper is an
honor student at Central High School; and
WHEREAS, David Hooper traveled to Cimarron, New Mexico, to Philmont Scout
Ranch for two weeks for a ninety-mile backpacking trip; and
WHEREAS, only a small percentage of Boy Scouts earn the Eagle Scout rank,
illustrating that it takes a uniquely motivated young man like David Hooper to strive to
embody the five integral responsibilities of an Eagle Scout, which are honor, loyalty,
courage, cheer, and service; and
WHEREAS, presented with his Eagle Scout badge, David Hooper joins the ranks of
such esteemed and respected Eagle Scouts as the Honorable Gerald R. Ford, the thirty-eighth ENROLLEDHR NO. 193

President of the United States, Captain James Lovell, the commander of the Apollo 13 space
flight, and acclaimed filmmaker Steven Spielberg; and
WHEREAS, the legacy of the Boy Scouts of America is rich indeed, for it not only
includes a history of service and proud citizenship which spans more than a century, but it
includes the momentous and singular accomplishments of David Hooper, who is recognized
and commended for his deep human values, the genuine spirit of good fellowship he
inspires, and his service as a fine example of hard work and integrity in the eyes of future
Eagle Scouts and his entire community.
THEREFORE, BE IT RESOLVED that on the celebrated and historic occasion of
his attainment of the rank of Eagle Scout, the House of Representatives of the Legislature
of Louisiana does hereby commend and honor David Hooper of Baton Rouge upon
achieving the rank of Eagle Scout, does hereby express with utmost gratitude and respect for
the exemplary strides he has taken as a scout and as a citizen, does hereby congratulate
David Hooper and the members and leaders of Troop 169 as they commemorate this most
significant and unforgettable event when David pledges his eternal loyalty to the code of the
Eagle Scout, and does hereby wish David and his entire family full measures of happiness
and success in all of their future endeavors.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to David Hooper.
