HLS 14RS-6059 ORIGINAL Page 1 of 2 Regular Session, 2014 HOUSE RESOLUTION NO. 206 BY REPRESENTATIVE TIM BURNS LEGISLATIVE AFFAIRS: Requests the House Committee on Natural Resources and Environment and House Committee on House and Governmental Affairs to meet jointly to study issues and the processes regarding the permitting of hydraulic fracture stimulation A RESOLUTION1 To urge and request the House Committee on Natural Resources and Environment and the2 House Committee on House and Governmental Affairs to meet jointly to study issues3 and the processes regarding the use of hydraulic fracture stimulation in Louisiana.4 WHEREAS, the permitting of hydraulic fracture stimulation in Louisiana has5 dramatically increased in the last few years; and6 WHEREAS, despite the dramatic increase in use, hydraulic fracture stimulation has7 not been utilized in thirty of the sixty-four Louisiana parishes; and8 WHEREAS, although its use has been authorized and has been successful in9 enhancing resource removal and well productivity, there are many concerns and questions10 regarding its use; and11 WHEREAS, it is important for the House of Representatives to thoroughly review12 the issues and processes regarding the use of hydraulic fracture stimulation, including13 requirements for notice, public hearings, and permits.14 THEREFORE, BE IT RESOLVED that the House of Representatives of the15 Legislature of Louisiana does hereby request the House Committee on Natural Resources16 and Environment and the House Committee on House and Governmental Affairs to meet17 jointly to study issues and the processes regarding the permitting of hydraulic fracture18 stimulation in Louisiana.19 HLS 14RS-6059 ORIGINAL HR NO. 206 Page 2 of 2 BE IT FURTHER RESOLVED that the committees shall invite all stakeholders to1 provide input and recommendations regarding the study, including but not limited to2 members of the public, representatives of industry, representatives of parish and municipal3 government, the office of conservation of the Department of Natural Resources, and the4 Department of Environmental Quality.5 BE IT FURTHER RESOLVED that the committees shall compile a report of6 findings and recommendations and shall submit the report to the House of Representatives7 no later than thirty days prior to the convening of the 2015 Regular Session of the8 Legislature of Louisiana.9 DIGEST The digest printed below was prepared by House Legislative Services.
