ENROLLED Page 1 of 2 Regular Session, 2014 HOUSE RESOLUTION NO. 206 BY REPRESENTATIVE TIM BURNS A RESOLUTION To urge and request the House Committee on Natural Resources and Environment and the House Committee on House and Governmental Affairs to meet jointly to study issues and the processes regarding the use of hydraulic fracture stimulation in Louisiana. WHEREAS, the permitting of hydraulic fracture stimulation in Louisiana has dramatically increased in the last few years; and WHEREAS, despite the dramatic increase in use, hydraulic fracture stimulation has not been utilized in thirty of the sixty-four Louisiana parishes; and WHEREAS, although its use has been authorized and has been successful in enhancing resource removal and well productivity, there are many concerns and questions regarding its use; and WHEREAS, it is important for the House of Representatives to thoroughly review the issues and processes regarding the use of hydraulic fracture stimulation, including requirements for notice, public hearings, and permits. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby request the House Committee on Natural Resources and Environment and the House Committee on House and Governmental Affairs to meet jointly to study issues and the processes regarding the permitting of hydraulic fracture stimulation in Louisiana. BE IT FURTHER RESOLVED that the committees shall invite all stakeholders to provide input and recommendations regarding the study, including but not limited to members of the public, representatives of industry, representatives of parish and municipal government, the office of conservation of the Department of Natural Resources, and the Department of Environmental Quality. ENROLLEDHR NO. 206 Page 2 of 2 BE IT FURTHER RESOLVED that the committees shall compile a report of findings and recommendations and shall submit the report to the House of Representatives no later than thirty days prior to the convening of the 2015 Regular Session of the Legislature of Louisiana.
