HLS 14RS-6016 ORIGINAL Page 1 of 2 Regular Session, 2014 HOUSE RESOLUTION NO. 209 BY REPRESENTATIVES CROMER, LORUSSO, ARMES, ARNOLD, BARROW, HENRY BURNS, COX, EDWARDS, FOIL, GAINES, GISCLAIR, HAZEL, HENRY, TERRY LANDRY, SCHRODER, AND THOMPSON MILITARY AFFAIRS: Requests the Louisiana congressional delegation to support H.R. 3930, the National Commission on the Structure of the Army Act of 2014 A RESOLUTION1 To urge and request members of the Louisiana congressional delegation to support the2 National Commission on the Structure of the Army Act of 2014.3 WHEREAS, H.R. 3930, the National Commission on the Structure of the Army Act4 of 2014, sponsored by Representative Joe Wilson of the United States House of5 Representatives, was introduced on January 27, 2014; and6 WHEREAS, the National Commission on the Structure of the Army Act of 2014,7 establishes a national commission to undertake a comprehensive study of the structure of the8 Army to determine: (1) the proper force mixture of the active component and reserve9 component, and (2) how the structure should be modified to best fulfill mission requirements10 in a manner consistent with available resources; and11 WHEREAS, the Act directs the commission to give particular consideration to12 evaluating a structure that: (1) meets current and anticipated requirements of the combatant13 commands; (2) achieves a cost-efficiency balance between the regular and reserve14 components, with a focus on fully burdened and life cycle cost of Army personnel; (3)15 ensures that the regular and reserve components have the capacity needed to support16 homeland defense and disaster assistance missions in the United States; (4) provides for17 sufficient numbers of regular members of the Army to provide a base of trained personnel18 from which the personnel of the reserve components could be recruited; (5) maintains a19 peacetime rotation force to support operational tempo goals of 1:2 for regular members and20 HLS 14RS-6016 ORIGINAL HR NO. 209 Page 2 of 2 1:5 for members of the reserve components; and (6) maximizes and appropriately balances1 affordability, efficiency, effectiveness, capability, and readiness; and2 WHEREAS, the Act prohibits the use of any funds made available for FY2015 for3 the Army to: (1) divest, retire, or transfer, or prepare to divest, retire, or transfer, any aircraft4 of the Army assigned to units of the Army National Guard as of January 15, 2014; or (2)5 reduce personnel below the authorized end strength levels of three hundred fifty thousand6 for the Army National Guard as of September 30, 2014.7 THEREFORE, BE IT RESOLVED that the House of Representatives of the8 Legislature of Louisiana does hereby urge and request each member of the Louisiana9 congressional delegation to support the National Commission on the Structure of the Army10 Act of 2014.11 DIGEST The digest printed below was prepared by House Legislative Services.
