HLS 14RS-5721 ORIGINAL Page 1 of 3 Regular Session, 2014 HOUSE RESOLUTION NO. 213 BY REPRESENTATIVE LEGER SCHOOLS/FINANCE-MFP: Requests that BESE provide in 2015-2016 MFP formula for monthly distribution of funds to public school governing authorities for dropout recovery programs based on counts of students making satisfactory monthly progress A RESOLUTION1 To urge and request that the State Board of Elementary and Secondary Education provide2 in the 2015-2016 Minimum Foundation Program formula for a monthly distribution3 of funds to public school governing authorities for dropout recovery programs based4 on a count of students enrolled in such programs who are making satisfactory5 monthly progress as defined in the act which originated as House Bill No. 968 of the6 2014 Regular Session of the Legislature.7 WHEREAS, effective high school dropout recovery programs are essential to the8 economic success of individuals, communities, and the state; and9 WHEREAS, new law, as provided in the act which originated as House Bill No. 96810 of the 2014 Regular Session of the Legislature, authorizes school districts and charter11 schools that provide instruction to high school students to offer dropout recovery programs12 for eligible students; and13 WHEREAS, new law further provides that the State Board of Elementary and14 Secondary Education's prescribed standards and achievement testing requirements shall15 apply to dropout recovery programs, which shall make available appropriate and sufficient16 supports for students, including tutoring, career counseling, and college counseling, comply17 with federal and state laws governing students with disabilities, and meet state requirements18 for high school graduation; and19 HLS 14RS-5721 ORIGINAL HR NO. 213 Page 2 of 3 WHEREAS, new law requires that each eligible student enrolled in a dropout1 recovery program have an individual graduation plan developed by an academic coach; and2 WHEREAS, new law requires that a student enrolled in a dropout recovery program3 be included in the student enrollment count for the school or school system offering the4 program; and5 WHEREAS, new law requires schools and school systems to report the following6 information to the state Department of Education on a monthly basis:7 (1) Newly enrolled students who have an individual graduation plan on file on or8 before the first school day of the month; and9 (2) Students who met the expectations for satisfactory monthly progress for the10 month; and11 (3) Students who did not meet the expectations for satisfactory monthly progress for12 the month but did meet the expectations one of the two previous months; and 13 (4) Students who met expectations for program reentry in the revised individual14 graduation plan in the previous month; and15 WHEREAS, new law defines "satisfactory monthly progress" as an amount of16 progress that is measurable on a monthly basis and that, if continued for a full twelve17 months, would result in the same amount of academic credit being awarded to the student18 as would be awarded to a student in a traditional education program who completes a full19 school year and further provides that satisfactory monthly progress may include a lesser20 required amount of progress for the first two months that a student participates in the dropout21 recovery program.22 THEREFORE, BE IT RESOLVED that the House of Representatives of the23 Legislature of Louisiana does hereby urge and request that the State Board of Elementary24 and Secondary Education provide in the 2015-2016 Minimum Foundation Program formula25 for a monthly distribution of funds to public school governing authorities for dropout26 recovery programs based on a count of students enrolled in such programs who are making27 satisfactory monthly progress as defined in the act which originated as House Bill No. 96828 of the 2014 Regular Session of the Legislature.29 HLS 14RS-5721 ORIGINAL HR NO. 213 Page 3 of 3 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted1 to the president of the State Board of Elementary and Secondary Education.2 DIGEST The digest printed below was prepared by House Legislative Services.
