ENROLLED Page 1 of 2 Regular Session, 2014 HOUSE RESOLUTION NO. 219 BY REPRESENTATIVE FANNIN A RESOLUTION To commend George Valentine Silbernagel III for his many years of dedicated and distinguished service to the state of Louisiana. WHEREAS, George was born in New Orleans and attended Cor Jesu Catholic School (now Brother Martin), then went on to obtain bachelor's and master's degrees from the University of New Orleans (UNO, then known as LSUNO) in Political Science, where his master's thesis was entitled, "Tensions in Development: The Politics of Distribution in Kenya"; and WHEREAS, George was hired by UNO in 1972 and then by Louisiana State University in 1978, where his title was Auxiliary Manager of Enterprises and Program Advisor of the LSU Union; and WHEREAS, George was hired by the Legislative Fiscal Office in 1982 and worked for 14 years as a Senior Budget Analyst specializing in the field of education, particularly the Minimum Foundation Program (MFP); and WHEREAS, George began his stellar career with the Louisiana House of Representatives' Fiscal Division as a Senior Budget Analyst on January 22, 1996; and WHEREAS, George's many accomplishments while employed by the legislature included estimating the appropriations needed for the three-year phase-in for teacher pay raises and the increase in the teacher salary schedule (the Children First Act) during Governor Buddy Roemer's administration, providing the three-year projections for the new MFP when it was first adopted by the Louisiana Legislature in 1992, calculating the cost for the average Louisiana classroom teacher salary to reach the Southern Average, and served as a speaker appointee to the Education Estimation Conference; and ENROLLEDHR NO. 219 Page 2 of 2 WHEREAS, George has been an invaluable asset to the Fiscal Division, has always brought a sense of pride and honor to his work product, and has unlimited institutional knowledge of all matters related to the state's budget; and WHEREAS, George married Suzie Johnston in 2001 and has two stepsons, Grant Carroll and John Carroll; and WHEREAS, during his years with the Fiscal Division, George has regularly enjoyed his favorite meals of hot dogs or sardines and crackers; and WHEREAS, he is looking forward to continuing to raise chickens, produce many eggs, and grow a garden at the home he shares with Suzie and their pets in St. Francisville, Louisiana. THEREFORE, BE IT RESOLVED, that the entire membership and staff of the Louisiana House of Representatives does hereby commend George Valentine Silbernagel III for his years of devoted service to the state of Louisiana and the House of Representatives.
