HOUSE RESOLUTION NO. 224
BY REPRESENTATIVE MILLER
SCHOOLS/CHARTER:  Requests that the State Bd. of Elementary and Secondary
Education conduct a study relative to the number of charter school students who,
based on attendance zones, would otherwise attend a "D" or "F" public school
A RESOLUTION1
To urge and request the State Board of Elementary and Secondary Education to conduct a2
study relative to the number of students attending charter schools who, based on the3
attendance zones of the local public school system where they reside, would have4
otherwise attended a public school that received a letter grade of "D" or "F" or any5
variation thereof for the most recent school year pursuant to the school and district6
accountability system and to submit a written report of findings to the House7
Committee on Education not later than sixty days prior to the beginning of the 20158
Regular Session of the Legislature.9
WHEREAS, charter schools in Louisiana are public schools and receive public funds10
to operate, and the number of charter schools in this state is increasing; and11
WHEREAS, many who champion charter schools have stated publicly that charter12
schools are needed in order to serve students who would otherwise attend a failing public13
school; and14
WHEREAS, there is uncertainty as to how many students who attend charter schools15
would otherwise have attended schools that have been deemed to be failing pursuant to the16
school and district accountability system.17
THEREFORE, BE IT RESOLVED that the House of Representatives of the18
Legislature of Louisiana does hereby urge and request the State Board of Elementary and19
Secondary Education to conduct a study relative to the number of students attending charter20 HLS 14RS-6181	ORIGINAL

schools who, based on the attendance zones of the local public school system where they1
reside, would have otherwise attended a public school that received a letter grade of "D" or2
"F" or any variation thereof for the most recent school year pursuant to the school and3
district accountability system and to submit a written report of findings to the House4
Committee on Education not later than sixty days prior to the beginning of the 2015 Regular5
Session of the Legislature.6
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the7
president of the State Board of Elementary and Secondary Education and the state8
superintendent of education.9
