HLS 14RS-6195 ORIGINAL Page 1 of 3 Regular Session, 2014 HOUSE RESOLUTION NO. 226 BY REPRESENTATIVE PIERRE COMMENDATIONS: Commends First Sergeant Lindsey Duplechain Halley upon her retirement from the U.S. Army Reserves A RESOLUTION1 To commend First Sergeant Lindsey Duplechain Halley upon her retirement from the U.S.2 Army Reserves after twenty-eight years of service.3 WHEREAS, the Louisiana House of Representatives hereby expresses gratitude and4 commendation to Lindsey Duplechain Halley, who initially joined the U.S. Army on5 August 14, 1978, and on May 5, 2014, retired from the U.S. Army Reserves with twenty-6 eight years of service to her state and nation; and7 WHEREAS, Sergeant Halley attended basic training at Ft. Leonard Wood, Missouri,8 and began her army career as a personnel records specialist stationed at Ft. Jackson, South9 Carolina; and10 WHEREAS, Sergeant Halley served two tours of duty in Kuwait/Iraq in support of11 Operation Iraqi Freedom and was mobilized in support of Operation Enduring Freedom,12 Ft. Sill, Oklahoma, and ordered to active duty in support of Operation Desert Shield/Desert13 Storm, Ft. Bliss, Texas; and14 WHEREAS, in addition to her involvement with the nation's overseas military15 actions, Sergeant Halley served with distinction in a large number of assignments and16 positions of significant leadership including Acting Financial Management Center Sergeant17 Major, Financial Management Advisor, 469th Financial Management Center, New Orleans,18 Louisiana; Financial Management Auditor, Internal Control Team Non-Commissioned19 Officer In Charge, Balad, Iraq and Camp Arifjan, Kuwait; Disbursing Agent, Finance20 Non-Commissioned Officer in Charge, and Detachment Sergeant, Camp Bucca, Iraq,21 HLS 14RS-6195 ORIGINAL HR NO. 226 Page 2 of 3 1/376th, Wausau, Wisconsin; Personal Service Manager, S-1 Non-Commissioned Officer1 In Charge, Camp Arifjan Kuwait; Course Manager, Senior Instructor and Small Group2 Leader, Baton Rouge, Louisiana and Oklahoma City, Oklahoma; First Sergeant, 294th3 Conus Replacement Center, Lake Charles, Louisiana; Acting Commander, 818th Conus4 Replacement Company, Lake Charles, Louisiana; and5 WHEREAS, despite the tremendous responsibilities and time commitments6 associated with these positions and service, Sergeant Halley completed both a bachelor of7 science degree, graduating magna cum laude, and a master of science degree during her8 tenure in the U.S. Army; and9 WHEREAS, the pursuit of excellence has been a hallmark of Sergeant Halley's10 service in the Army as evidenced by numerous awards and decorations she has received,11 including the Army Commendation Medal (5th Award), Army Achievement Medal (4th12 Award), Army Good Conduct Medal, Army Reserve Component Achievement Medal (5th13 Award), National Defense Service Medal (2nd Award), Global War On Terrorism14 Expeditionary Medal, Global War on Terrorism Service Medal, Iraq Campaign Medal with15 Campaign Star, Non Commissioned Officer Professional Development Ribbon (3rd Award),16 Army Service Ribbon, Overseas Service Ribbon (2nd Award), and Armed Forces Reserve17 Medal with "M"device and 20 Year Device, and upon her retirement she has been18 recommended for the Legion of Merit award; and 19 WHEREAS, the endurance and the preservation of American ideals and values20 depends in great measure on the loyalty, dedication, and sacrifice of individuals like21 Sergeant Lindsey Duplechain Halley, an exceptional woman and an inspiration to all.22 THEREFORE, BE IT RESOLVED that the House of Representatives of the23 Legislature of Louisiana does hereby commend First Sergeant Lindsey Duplechain Halley24 upon her retirement from the U.S. Army Reserves after twenty-eight years of service, and25 does hereby extend to her every good wish for health and happiness in her future endeavors.26 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted27 to Sergeant Lindsey Duplechain Halley.28 HLS 14RS-6195 ORIGINAL HR NO. 226 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
