ENROLLED Page 1 of 2 Regular Session, 2014 HOUSE RESOLUTION NO. 226 BY REPRESENTATIVE PIERRE A RESOLUTION To commend First Sergeant Lindsey Duplechain Halley upon her retirement from the U.S. Army Reserves after twenty-eight years of service. WHEREAS, the Louisiana House of Representatives hereby expresses gratitude and commendation to Lindsey Duplechain Halley, who initially joined the U.S. Army on August 14, 1978, and on May 5, 2014, retired from the U.S. Army Reserves with twenty- eight years of service to her state and nation; and WHEREAS, Sergeant Halley attended basic training at Ft. Leonard Wood, Missouri, and began her army career as a personnel records specialist stationed at Ft. Jackson, South Carolina; and WHEREAS, Sergeant Halley served two tours of duty in Kuwait/Iraq in support of Operation Iraqi Freedom and was mobilized in support of Operation Enduring Freedom, Ft. Sill, Oklahoma, and ordered to active duty in support of Operation Desert Shield/Desert Storm, Ft. Bliss, Texas; and WHEREAS, in addition to her involvement with the nation's overseas military actions, Sergeant Halley served with distinction in a large number of assignments and positions of significant leadership including Acting Financial Management Center Sergeant Major, Financial Management Advisor, 469th Financial Management Center, New Orleans, Louisiana; Financial Management Auditor, Internal Control Team Non-Commissioned Officer In Charge, Balad, Iraq and Camp Arifjan, Kuwait; Disbursing Agent, Finance Non-Commissioned Officer in Charge, and Detachment Sergeant, Camp Bucca, Iraq, 1/376th, Wausau, Wisconsin; Personal Service Manager, S-1 Non-Commissioned Officer In Charge, Camp Arifjan Kuwait; Course Manager, Senior Instructor and Small Group Leader, Baton Rouge, Louisiana and Oklahoma City, Oklahoma; First Sergeant, 294th ENROLLEDHR NO. 226 Page 2 of 2 Conus Replacement Center, Lake Charles, Louisiana; Acting Commander, 818th Conus Replacement Company, Lake Charles, Louisiana; and WHEREAS, despite the tremendous responsibilities and time commitments associated with these positions and service, Sergeant Halley completed both a bachelor of science degree, graduating magna cum laude, and a master of science degree during her tenure in the U.S. Army; and WHEREAS, the pursuit of excellence has been a hallmark of Sergeant Halley's service in the Army as evidenced by numerous awards and decorations she has received, including the Army Commendation Medal (5th Award), Army Achievement Medal (4th Award), Army Good Conduct Medal, Army Reserve Component Achievement Medal (5th Award), National Defense Service Medal (2nd Award), Global War On Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Iraq Campaign Medal with Campaign Star, Non Commissioned Officer Professional Development Ribbon (3rd Award), Army Service Ribbon, Overseas Service Ribbon (2nd Award), and Armed Forces Reserve Medal with "M"device and 20 Year Device, and upon her retirement she has been recommended for the Legion of Merit award; and WHEREAS, the endurance and the preservation of American ideals and values depends in great measure on the loyalty, dedication, and sacrifice of individuals like Sergeant Lindsey Duplechain Halley, an exceptional woman and an inspiration to all. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby commend First Sergeant Lindsey Duplechain Halley upon her retirement from the U.S. Army Reserves after twenty-eig ht years of service, and does hereby extend to her every good wish for health and happiness in her future endeavors.
