HOUSE RESOLUTION NO. 3

HOUSE/RULES: Revises terminology in House Rules referring to persons with disabilities
and other persons with exceptionalities
A RESOLUTION1
To amend and readopt House Rule 6.6(F) and (G)(4) and (5) of the Rules of Order of the2
House of Representatives, relative to terminology referring to persons with3
disabilities and other persons with exceptionalities; to provide for proper designation4
of certain schools serving students with special needs; and to provide for related5
matters.6
BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana7
that House Rule 6.6(F) and (G)(4) and (5) of the Rules of Order of the House of8
Representatives is hereby amended and readopted to read as follows:9
Rule 6.6.  Standing committee jurisdiction10

F. Education: To this committee shall be referred, in accordance with the12
rules, all legislative instruments, messages, petitions, memorials and other matters13
relating to the following subjects:14
(1)  Education generally.15
(2)  Schools and secondary education.16
(3)  School employees, administrators, teachers, bus drivers and others.17
(4) School employees' and teachers' pay, except where an appropriation of18
state funds is required.19

(6) Employees of colleges and universities, including pay, except where an1
appropriation of state funds is required.2
(7)  Vocational technical education.3
(8) Employees of vocational technical education schools, including pay,4
except, where an appropriation of state funds is required.5
(9)  College or university agricultural extension service.6
(10)  Adult education.7
(11)  School lunch program.8
(12)  Schools for the Blind.9
(13)  Schools for the Deaf.10
(14)  Crippled Children's Schools Special Schools.11
(15) (13) State and public libraries.12

G. Health and Welfare: To this committee shall be referred, in accordance14
with the rules, all legislative instruments, messages, petitions, memorials and other15
matters relating to the following subjects:16

(4)  Institutions and services for mentally retarded persons with intellectual18
disabilities.19
(5)  Mental Health health institutions and facilities.20

Abstract: Revises terminology in House Rules referring to persons with disabilities and
other persons with exceptionalities.
Present House Rule provides that legislative instruments relative to the following
educational institutions serving students with special needs shall be referred to the House
Committee on Education:
(1)"Schools for the Blind". HLS 14RS-237	ORIGINAL

(2)"Schools for the Deaf".
(3)"Crippled Children's Schools".
Proposed House Rule retains the substance and effect of present House Rule. Amends
present House Rule to reflect the consolidation of institutions formerly known as "Schools
for the Blind", "Schools for the Deaf", and "Crippled Children's Schools" into the single
successor classification "Special Schools" as provided in present law.
Present House Rule relative to referral of instruments to the House Committee on Health and
Welfare features the term "mentally retarded".
Proposed House Rule amends present House Rule to delete the term "mentally retarded" and
substitute therefor its successor clinical term "intellectual disability".
