BY REPRESENTATIVE BURRELL
COMMENDATIONS: Commends Pastor Beryl I. Cowthran upon her installation as
General Overseer of the Full Gospel Baptist Church
A RESOLUTION1
To commend Pastor Beryl I. Cowthran upon her installation as General Overseer of the Full2
Gospel Baptist Church in Bossier City.3
WHEREAS, Beryl Cowthran, was born to the late Pastor Athan Cowthran, Jr. and4
Betty L. Cowthran, the youngest of three children; and5
WHEREAS, Pastor Cowthran serves as the site pastor of Praise Temple Full Gospel6
Baptist Church in Bossier City; and7
WHEREAS, she is a summa cum laude graduate of Wiley College in Marshall,8
Texas; and9
WHEREAS, throughout her collegiate career at Wiley College, Ms. Cowthran held10
many leadership roles, including Miss Freshman, Basileus of the Phi Chapter of Alpha11
Kappa Alpha Sorority, Inc., and Pre-Alumni Counsel; and12
WHEREAS, she also served as a member of the Pan-Hellenic Council, and as peer13
counselor and tutor, among many others; and14
WHEREAS, Pastor Cowthran holds a bachelor of science degree in cardiopulmonary15
sciences from Louisiana State University Health Sciences Center - School of Allied Heath16
and a master of arts in industrial/organizational psychology from Louisiana Tech University;17
and18
WHEREAS, Pastor Cowthran has served as an educator, speaker, and registered19

WHEREAS, she is also the first African-American to serve as a registered diagnostic1
cardiac sonographer for LSU HSC-Shreveport, now University Health; and2
WHEREAS, Pastor Cowthran possesses in her heart a burning desire to see others3
uplifted from despair through her passion and mission work; and4
WHEREAS, she displayed this desire to help others when she recently traveled to5
Jamaica and Haiti on mission trips; and6
WHEREAS, Pastor Cowthran has spent her life preparing for the role of making7
disciples and has served the Christian ministry in various capacities as the cofounder and8
operator of ABC Consultants, executive assistant to Bishop L. Lawrence Brandon, chief9
ministry officer for Praise Temple Family Church, and school board president and principal10
for University Christian Preparatory School; and11
WHEREAS, the scripture upon which Pastor Cowthran's uncompromising ministry12
stands is Ephesians 3:20, "Now unto Him that is able to do exceeding abundantly above all13
that we ask or think, according to the power that worketh in us"; and14
WHEREAS, the Full Gospel Baptist Church Fellowship community thrives as a15
unified community of faith and fellowship, and Pastor Cowthran merits a special measure16
of commendation for her exceptional leadership as her general overseership is17
commemorated.18
THEREFORE, BE IT RESOLVED that the House of Representatives of the19
Legislature of Louisiana does hereby commend Pastor Beryl I. Cowthran upon her20
installation as General Overseer for the Full Gospel Baptist Church Fellowship, does hereby21
commend her for her many years of service to the Gospel, and does hereby wish her many22
more successful years in her ministry.23
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted24
