HOUSE RESOLUTION NO. 74
BY REPRESENTATIVE BURRELL
A RESOLUTION
To commend Pastor Beryl I. Cowthran upon her installation as General Overseer of the Full
Gospel Baptist Church in Bossier City.
WHEREAS, Beryl Cowthran, was born to the late Pastor Athan Cowthran, Jr. and
Betty L. Cowthran, the youngest of three children; and
WHEREAS, Pastor Cowthran serves as the site pastor of Praise Temple Full Gospel
Baptist Church in Bossier City; and
WHEREAS, she is a summa cum laude graduate of Wiley College in Marshall,
Texas; and
WHEREAS, throughout her collegiate career at Wiley College, Ms. Cowthran held
many leadership roles, including Miss Freshman, Basileus of the Phi Chapter of Alpha
Kappa Alpha Sorority, Inc., and Pre-Alumni Counsel; and
WHEREAS, she also served as a member of the Pan-Hellenic Council, and as peer
counselor and tutor, among many others; and
WHEREAS, Pastor Cowthran holds a bachelor of science degree in cardiopulmonary
sciences from Louisiana State University Health Sciences Center - School of Allied Heath
and a master of arts in industrial/organizational psychology from Louisiana Tech University;
and
WHEREAS, Pastor Cowthran has served as an educator, speaker, and registered
respiratory therapist; and
WHEREAS, she is also the first African-American to serve as a registered diagnostic
cardiac sonographer for LSU HSC-Shreveport, now University Health; and
WHEREAS, Pastor Cowthran possesses in her heart a burning desire to see others
uplifted from despair through her passion and mission work; and ENROLLEDHR NO. 74

WHEREAS, she displayed this desire to help others when she recently traveled to
Jamaica and Haiti on mission trips; and
WHEREAS, Pastor Cowthran has spent her life preparing for the role of making
disciples and has served the Christian ministry in various capacities as the cofounder and
operator of ABC Consultants, executive assistant to Bishop L. Lawrence Brandon, chief
ministry officer for Praise Temple Family Church, and school board president and principal
for University Christian Preparatory School; and
WHEREAS, the scripture upon which Pastor Cowthran's uncompromising ministry
stands is Ephesians 3:20, "Now unto Him that is able to do exceeding abundantly above all
that we ask or think, according to the power that worketh in us"; and
WHEREAS, the Full Gospel Baptist Church Fellowship community thrives as a
unified community of faith and fellowship, and Pastor Cowthran merits a special measure
of commendation for her exceptional leadership as her general overseership is
commemorated.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Pastor Beryl I. Cowthran upon her
installation as General Overseer for the Full Gospel Baptist Church Fellowship, does hereby
commend her for her many years of service to the Gospel, and does hereby wish her many
more successful years in her ministry.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Pastor Beryl I. Cowthran.
