MOTOR VEHICLES. Provides relative to motorcycles. (8/1/14)
AN ACT1
To amend and reenact R.S. 47:532.1(A)(7)(b), relative to motorcycles; to authorize public2
license tag agents to administer required knowledge and skills tests to applicants for3
issuance of the "M" endorsement on drivers' licenses to operate motorcycles; and to4
provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 47:532.1(A)(7)(b) is hereby amended and reenacted to read as7
follows:8

(b) Public license tag agents shall also be authorized to receive13
and process applications filed for certificates of title, duplicate certificates of title,14
corrected certificates of title, recordation of liens, mortgages, or security interests15
against motor vehicles, conversion of plate, transfer of plate, replacement of lost or16
stolen plates, replacement of lost or stolen stickers, renewals of registration,17 SB NO. 105

duplicate registration; to contract with the Department of Public Safety and1
Corrections, office of motor vehicles, for the administration of an electronic media2
system which will permit the voluntary recording of vehicle title information and3
security interest notification; and to contract with the Department of Public Safety4
and Corrections, office of motor vehicles, to administer knowledge and skills tests5
to applicants for the issuance of Class "D" or "E" drivers' licenses, to administer6
knowledge and skills tests to applicants for the issuance of the "M"7
endorsement on such drivers' licenses to operate motorcycles, motor driven8
cycles, and motorized bicycles, and to issue drivers' licenses as provided by law.9

Present law authorizes public license tag agents to contract with the Department of Public
Safety and Corrections, office of motor vehicles, to administer knowledge and skills tests
to applicants for the issuance of Class "D" or "E" drivers' licenses.
Present law provides motorcycles, motor driven cycles, and motorized bicycles do not have
a separate driver's license class, but their use is provided for by making an endorsement on
the basic classes of drivers' licenses.
Proposed law retains present law and adds authority for public license tag agents to
administer knowledge and skills tests to applicants for the issuance of the "M" endorsement
on Class "D" or "E" drivers' licenses to operate motorcycles, motor driven cycles, and
motorized bicycles.
Effective August 1, 2014.
