Appel (SB 108) Act No. 854 Prior law provided that the Board of Regents shall appoint a commissioner of higher education to administer and implement board programs and policies. Further provided that the commissioner shall possess such qualifications and have such other powers, functions, duties, and responsibilities as established by the board or as provided by law. New law retains these provisions. Prior law provided that the commissioner of higher education shall be appointed by a two- thirds vote of the total membership of the board and shall be subject to confirmation by the Senate. New law retains these provisions. Prior law provided that the salary of the commissioner of higher education shall be determined by the board, subject to the approval of the Joint Legislative Committee on the Budget (JLCB). New law deletes the requirement that JLCB approve the salary of the commissioner of higher education. Effective upon signature of the governor (June 23, 2014). (Amends R.S. 17:3123.1(C))
