Present law provides for the licensing and regulation of manufacturers, dealer-distributors,
users, blasters, and handlers of explosives by the deputy secretary for public safety services
of the Dept. of Public Safety and Corrections.
Proposed law retains present law but adds provision that authorizes the department to inspect
all facilities under the control of an explosives licensee when the license is issued pursuant
to state law.
Proposed law requires, that in addition to compliance with state law, each manufacturer,
dealer-distributor, and user of explosives also possess a valid explosives license or permit
from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.
Effective upon signature of governor or lapse of time for gubernatorial action.
