DIGEST Allain (SB 200) Present Constitution (Article VI) requires certain propositions to incur or assume debt, issue bonds, or levy taxes by political subdivisions or special districts to be approved by a majority of the electors voting thereon. Proposed constitutional amendment requires the total number of persons voting in an election to approve such propositions under Article VI or other law to constitute not less than 20% of the number of voters on the official or active list of voters on all the precinct registers and any supplements thereto for all the precincts in which the election is held. Specifies submission of the amendment to the voters at the statewide election to be held on Nov. 4, 2014. Effective January 1, 2015. (Adds Const. Art. VI, Sec. 30(C))
