CONFERENCE COMMI TTEE REPORT DIGEST Senate Bill No. 204 by Senator Morrell Keyword and summary of the bill as proposed by the Conference Committee ALCOHOLIC BEVERAGES. Provides relative to limitation on size of containers of beverages of high alcoholic content and prohibits the sale and shipment of powdered alcohol. (gov sig) Report adopts House amendments to: 1. Make technical changes. Report rejects House amendments which would have: 1. Defined "container" for purposes of the Section of law. Report amends the bill to: 1. Prohibit the sale and shipment into this state of any containers of powdered alcohol. 2. Adds a container size of 100 milliliters with forty-eight bottles per container. 3. Changes reference from "bottle" to "container" for distilled spirits. 4. Defines "container" for purposes of the Paragraph of the Section of law. 5. Makes legislative instrument effective upon signature of governor or lapse of time for gubernatorial action. Digest of the bill as proposed by the Conference Committee Present law provides that all wine and distilled spirits sold or shipped into this state shall be in certain sized containers. Proposed law retains present law and adds the following container sizes: nineteen and five-tenths liters, twenty liters, and five hundred milliliters. Present law requires that distilled spirits bottled subject to the standards provided for in present law be packed with a certain number of bottles per shipping case or shipping container and further provides for the bottle size and the corresponding bottles per case. Proposed law retains present law except that it changes all references from "bottles" to "containers" and further adds a container size of 100 milliliters with 48 containers per case. Present law requires that wines bottled subject to the standards provided for in present law be packed with a certain number of bottles per shipping case or shipping container and further provides for the bottle size and the corresponding bottles per case. Proposed law retains present law except that it changes all references from "bottles" to "containers" and further changes a container size from 5 through 18 liters to 5 through 20 liters and adds a container size of 500 milliliters with 12 containers per case. Proposed law exempts cider products from container size restrictions. Proposed law prohibits the sale and shipment into this state of any containers of powdered alcohol. Effective upon signature of the governor or lapse of time for gubernatorial action. (Amends R.S. 26:351(2)(a), (3), and (4); adds R.S. 26:351(9) and (10))
