AN ACT1
To amend and reenact R.S. 44:4.1(B)(32) and the introductory paragraph of R.S. 47:9006(A)2
and 9025(B)(6) and to enact R.S. 47:9025(G), relative to the disclosure of certain3
information of prize claimants; to authorize lottery prize claimants to remain4
anonymous; to provide with respect to the confidentiality of such prize claimants;5
and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 2. R.S. 44:4.1(B)(32) is hereby amended and reenacted to read as follows:8
§4.1. Exceptions9

B. The legislature further recognizes that there exist exceptions, exemptions,11
and limitations to the laws pertaining to public records throughout the revised12
statutes and codes of this state. Therefore, the following exceptions, exemptions, and13
limitations are hereby continued in effect by incorporation into this Chapter by14
citation:15

Section 2. The introductory paragraph of R.S. 47:9006(A) and 9025(B)(6) are hereby3
amended and reenacted and R.S. 47:9025(G) is hereby enacted to read as follows:4
§9006. Records of corporation deemed open; exceptions5
A. All records of the corporation, except as provided in R.S. 47:9025(G),6
shall be deemed public records and subject to public inspection as provided by the7
provisions of R.S. 44:1 et seq. unless:8

§9025. Prizes taxable; withholdings from prize; verification and payment;10
exceptions; unclaimed prize money; corporation liability; eligibility11
to purchase ticket and receive prize12

B. The board shall adopt rules to establish a system of verifying the validity14
of tickets claimed to win prizes and to effect payment of such prizes, except that:15

(6) A person holding a winning lotto ticket in the amount of six hundred17
dollars or more from a lotto game must provide his or her name and city or area of18
residence to the corporation to claim a prize. When the prize claimant is a legal19
entity other than a natural person, the name and city or area of legal residence of20
each natural person holding an interest of any kind in the legal entity shall be21
provided to the corporation. Such information shall be deemed a public record as22
provided in R.S. 47:9006 and may be used by the corporation for publicity purposes.23

G. The name and address of any prize claimant of a winning lotto ticket25
shall not be disclosed to the public by the Louisiana Lottery Corporation unless26
written permission is given by the prize claimant to the corporation for such27

Present law requires any person holding a winning lotto ticket in the amount $600.00 or
more from a lotto game to provide his or her name and city or area of residence to the
corporation to claim a prize. Present law further requires that when the prize claimant is a
legal entity other than a natural person, the name and city or area of legal residence of each
natural person holding an interest of any kind in the legal entity be provided to the
corporation.
Present law requires that such information and records of the Lottery Corporation be deemed
public records as provided by law and may be used by the corporation for publicity purposes.
Proposed law prohibits the name and address of any prize claimant of a winning lotto ticket
from being disclosed to the public by the Louisiana Lottery Corporation unless permission
is given by the prize claimant.
Present law provides exceptions to the public records law.
Proposed law adds the non-disclosure of any prize claimant of a winning lotto ticket to the
list of exceptions to the public records law.
Effective August 1, 2014
