DIGEST Dorsey-Colomb (SB 230) Present law requires any person holding a winning lotto ticket in the amount $600.00 or more from a lotto game to provide his or her name and city or area of residence to the corporation to claim a prize. Present law further requires that when the prize claimant is a legal entity other than a natural person, the name and city or area of legal residence of each natural person holding an interest of any kind in the legal entity be provided to the corporation. Present law requires that such information and records of the Lottery Corporation be deemed public records as provided by law and may be used by the corporation for publicity purposes. Proposed law prohibits the name and address of any prize claimant of a winning lotto ticket from being disclosed to the public by the Louisiana Lottery Corporation unless permission is given by the prize claimant. Present law provides exceptions to the public records law. Proposed law adds the non-disclosure of any prize claimant of a winning lotto ticket to the list of exceptions to the public records law.
