SHRIMP/SHRIMPING.  Changes the line of demarcation of the inside and outside waters
for purposes of shrimping. (8/1/14)
AN ACT1
To amend and reenact R.S. 56:495(A)(3) and (4) and to enact R.S. 56:495(A)(4.1) and (4.2)2
and (E), relative to shrimping; to provide for the inside and outside shrimp line; to3
alter the line to conform to the existing coastline after changes resultant from coastal4
erosion and subsidence; to allow the Louisiana Wildlife and Fisheries Commission5
to amend the demarcation line; to provide terms, conditions, and requirements; and6
to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 56:495(A)(3) and (4) are hereby amended and reenacted and R.S.9
56:495(A)(4.1) and (4.2) and (E) are hereby enacted to read as follows: 10
§495. Defining inside and outside waters11
A. Solely for the purpose of this Subpart, the shrimping waters of the state12
are divided into two classes, inside and outside waters. The line of demarcation of13
the classes of water shall commence at the coastal boundary between Texas and14
Louisiana and terminate at the coastal boundary between Mississippi and Louisiana15
and is more particularly described as follows, to wit:16

(3) Thence in an easterly direction along the shoreline to the southwest point1
of land of Calcasieu Pass, approx. lat. 29°45'3344" N. long. 93°20'45" W.2
(4) Thence N. 45°12' E. for approximately 1500' to the southeast point of land3
of Calcasieu Pass, lat. 29°45'48" N. long. 93°20'30" W. Thence north for4
approximately 2.37 nautical miles along the western shore of the Calcasieu Ship5
Channel at lat. 29° 48' 06" N. long. 93° 20' 54" W.6
(4.1) Thence east to the point of land on the Calcasieu Ship Channel on7
the north side of the old river channel at lat. 29° 48' 05" N. long. 93° 20' 41" W.8
(4.2) Thence following the eastern shore of the old river channel back9
around to the Calcasieu Ship Channel thence south along the eastern shore of10
the Calcasieu Ship Channel to the most southern point of land at lat. 29° 45' 43"11
N. long. 93° 20' 33" W.12

E. Notwithstanding any other provision of law to the contrary, the14
commission may amend by rule the line of demarcation set by law in Subsection15
A of this Section in accordance with the Administrative Procedure Act.16

Present law divides the shrimping waters of the state into inside and outside waters.
Proposed law changes the line to conform to the existing coastline as a result of changes
caused by coastal erosion and subsidence.
Proposed law allows the W&F Commission to amend by rule the line of demarcation in
accordance with the APA. 
Effective August 1, 2014.
