Regular Session, 2014 SENATE BILL NO. 262 BY SENATOR NEVERS LOCAL AGENCIES. Provides for a per diem for board members of the Washington Parish Gas Utility District No. 2. (gov sig) AN ACT1 To enact R.S. 33:4305 (B)(4), relative to the Washington Parish Gas Utility District No. 22 board members; to provide for a maximum amount of per diem paid to board3 members for each meeting; to provide for an effective date; and to provide for4 related matters.5 Notice of intention to introduce this Act has been published.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 33:4305 (B)(4) is hereby enacted to read as follows: 8 ยง4305. Domicile; meetings; officers; bonds; depositories; compensation; rate fixing9 * * *10 B. * * *11 (4) Notwithstanding any contrary provision of this Subsection or of any12 other provision of law, no member of the board of commissioners of13 Washington Parish Gas Utility District No. 2 shall receive a salary for the14 performance of his duties as a member. Each member may receive a per diem15 for each meeting attended, and for each day devoted to the business of the16 district. A member may be reimbursed for all1 proper expenses incurred in carrying out the business of the district. The board2 may fix reasonable additional compensation, commensurate with the additional3 duties performed, for a member who serves as secretary or treasurer or4 secretary-treasurer of the board.5 * * *6 Section 2. This Act shall become effective upon signature by the governor or, if not7 signed by the governor, upon expiration of the time for bills to become law without signature8 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. DIGEST Nevers (SB 262) Present law provides that no member of a board of commissioners of a gas utility district may receive a salary for the performance of his duties, but may receive a per diem for each meeting attended, up to 25 meetings per year. Provides that the board shall set the per diem, not to exceed $75. Allows a member to receive reimbursement for expenses and additional compensation for additional duties associated with serving as secretary, treasurer or secretary-treasurer to the board. Present law provides an exception for members of the board of commissioners for East Baton Rouge Parish and for Livingston Parish Gas Utility District No. 1. Proposed law provides an additional exception for members of the board of commissioners for Washington Parish Gas Utility District No. 2. Proposed law provides that no member of the board of commissioners of Washington Parish Gas Utility District No. 2 shall receive a salary for the performance of his duties as a member. Proposed law provides that each member of the board of commissioners may receive a per diem for each meeting attended. Proposed law provides for the board to fix the amount of the per diem in an amount not to exceed $100 dollars per day and that it may reimburse a member for all proper expenses incurred in carrying out the business of the district. Proposed law provides that the board may fix reasonable additional compensation, commensurate with the additional duties performed, for a member who serves as secretary or treasurer or secretary-treasurer of the board.
