PUBLIC BUILDINGS/GROUNDS.  Provides relative to the implementation of the
requirement that certain state-owned buildings be equipped with suitable accommodations
for breastfeeding and lactation. (gov sig)
AN ACT1
To amend and reenact R.S. 49:148.4.1(C), relative to suitable accommodation for2
breastfeeding and lactation in state-owned buildings; to provide for the effective date3
and the number of buildings involved; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 49:148.4.1(C) is hereby amended and reenacted to read as follows:6
ยง148.4.1. State-owned buildings; suitable accommodation for breastfeeding and7
lactation8

C. On or before July 1, 2014 July 1, 2016, the superintendent of the office10
of state buildings shall cause to be constructed in exactly ten twenty state buildings11
rooms of the type provided for in this Subpart, in a number of at least one room per12
building. The superintendent shall select the buildings in which the specified rooms13
shall be constructed according to criteria including but not limited to the following:14
(1) Cost minimization. The superintendent shall consider the particular design15
aspects of different areas within public buildings in order to determine feasibility of16
construction of the specified room and to carry out such construction in a manner17 SB NO. 28

that minimizes cost.1
(2) Demand for utilization. The superintendent shall consider the estimated2
demand for utilization of the specified room by employees domiciled in the building3
and the public.4

Section 2. This Act shall become effective upon signature by the governor or, if not6
signed by the governor, upon expiration of the time for bills to become law without signature7
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If8
vetoed by the governor and subsequently approved by the legislature, this Act shall become9
effective on the day following such approval.10

Present law provides that on or before July 1, 2014, the superintendent of the office of state
buildings shall cause to be constructed in exactly 10 state buildings rooms of the type
provided for in present law, in a number of at least one room per building.
Proposed law amends present law to provide that on or before July 1, 2016, the
superintendent of the office of state buildings shall cause to be constructed in exactly 20
state buildings rooms of the type provided for in present law, in a number of at least one
room per building.
Effective upon signature of the governor or lapse of time for gubernatorial action.
