Senate Bill No. 294 by Senator Morrell
Keyword and summary of the bill as proposed by the Conference Committee
LAW ENFORCEMENT.  Provides relative to rights of law enforcement officers.  (July 1, 2014.)
Report rejects House amendments which would have:
1. Restored provision that the complaint procedure does not limit any investigation
of alleged criminal activity.
Report amends the bill to:
1. Restore requirement that the complaint shall be in writing
2. Restore specification that nothing in present law limits any criminal investigation.
3. Provide for a longevity benefit under certain circumstances.
4. Provide an effective date of July 1, 2014.
Digest of the bill as proposed by the Conference Committee
Present law provides for minimum standards which apply while certain law enforcement officers
and police employees are under administrative investigation.
Present law requires the superintendent of state police or the chief of police or his authorized
representative to initiate an investigation when a formal and written complaint is made against
any police employee or law enforcement officer.
Proposed law makes technical corrections. 
Proposed law provides a longevity benefit for certain law enforcement officers.
Effective July 1, 2014.
