BESE.  Requires BESE to develop a master plan for K-12 education.  (8/1/14)
AN ACT1
To enact R.S. 17:6(C), relative to the general powers of the State Board of Elementary and2
Secondary Education; to provide for a master plan for elementary and secondary3
education; to provide for reports; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 17:6(C) is hereby enacted to read as follows: 6

C.(1) The State Board of Elementary and Secondary Education shall9
formulate and make timely revisions to a master plan for elementary and10
secondary education.11
(2) At a minimum, the plan shall include a review of all plans and12
initiatives, currently adopted or proposed, with special emphasis on13
implementing technology fully into the classroom.14
(3) The state board shall submit its plan to the legislature not later than15
fifteen days prior to the 2015 Regular Session of the Legislature.  Thereafter,16
the board shall review periodically the master plan and revise as necessary to17 SB NO. 366

support and maintain the public elementary and secondary education system1
and achieve the goals established in the plan.2
(4)(a) The state board shall make such recommendations for legislative3
or gubernatorial action necessary to support the implementation of the master4
plan.5
(b) The state board shall submit an annual report to the legislature and6
the governor regarding the status of education relative to implementation of the7
master plan, including in such report all revisions since the last report and any8
recommendations for legislative action.9
