Proposed law authorizes the State Board of Elementary and Secondary Education (BESE) to
formulate and make timely revisions of a master plan for elementary and secondary education.
Proposed law provides that, at a minimum, the plan shall include a review of strategic plans and
major initiatives, currently adopted or proposed, with special emphasis on implementing
technology fully into the classroom.
Proposed law requires BESE to submit its plan to the legislature not later than 15 days prior to
the 2015 Regular Session. Further requires BESE to review periodically the master plan and
revise as necessary to support and maintain the public elementary and secondary education
system and achieve the goals established in the plan.
Proposed law requires BESE to make recommendations for legislative or gubernatorial action
necessary to support implementation of the master plan.
Proposed law requires BESE to report annually to the legislature regarding the status of
education relative to implementation of the master plan, including in such report all revisions
since the last report and any recommendations for legislative action.
Effective August 1, 2014.
