CLERKS OF COURT. Includes the clerks of the district courts of Allen Parish, Assumption
Parish, Beauregard Parish, Calcasieu Parish, Caldwell Parish, Catahoula Parish, East Carroll
Parish, Iberville Parish, Jefferson Davis Parish, LaSalle Parish, Pointe Coupee Parish, Union
Parish and Vernon Parish among those who can receive an automobile expense allowance.

AN ACT1
To amend and reenact R.S. 13:783(D)(7), relative to expenses of the clerks of court; to2
authorize an automobile expense allowance for the clerks of district court for certain3
parishes; to include the clerks of district court for certain additional parishes within4
such authorization; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 13:783(D)(7) is hereby amended and reenacted to read as follows:7

Charles Parish, St. Helena Parish, St. Landry Parish, St. Martin Parish, St. Mary1
Parish, St. Tammany Parish, Tangipahoa Parish, Union Parish, Vermilion Parish,2
Vernon Parish, Washington Parish, Webster Parish, West Baton Rouge Parish, and3
West Feliciana Parish, the clerks of the district courts of those parishes may receive4
an automobile expense allowance equal to fifteen percent of their annual salary5
provided the clerk of court maintains three hundred thousand dollars of automobile6
insurance per accident for bodily injury and one hundred thousand dollars of7
automobile insurance per accident for property damage. The expense allowance shall8
come from surplus funds in each of the offices of the clerks of court and at no9
additional expense to the state or local governing authority.10

Present law authorizes each of the clerks of the district courts to purchase an automobile for
office use after obtaining consent of the governing authority of the parish.
Present law authorizes the clerks of the district courts of Acadia Parish, Bienville Parish,
Bossier Parish, Caddo Parish, Cameron Parish, Claiborne Parish, DeSoto Parish, East
Feliciana Parish, Franklin Parish, Iberia Parish, Lincoln Parish, Morehouse Parish,
Natchitoches Parish, Ouachita Parish, Red River Parish, St. Charles Parish, St. Helena
Parish, St. Landry Parish, St. Martin Parish, St. Mary Parish, St. Tammany Parish,
Tangipahoa Parish, Vermilion Parish, Washington Parish, Webster Parish, West Baton
Rouge Parish, and West Feliciana Parish to receive an automobile expense allowance equal
to 15% of their annual salary, provided the clerk of court maintains $300,000 of automobile
insurance per accident for bodily injury and $100,000 of automobile insurance per accident
for property damage.
Present law requires the expense allowance to come from surplus funds in each of the offices
of the clerks of court and at no additional expense to the state or local governing authority.
Proposed law retains present law and adds the clerks of the district courts of Allen Parish,
Assumption Parish, Beauregard Parish, Calcasieu Parish, Caldwell Parish, Catahoula Parish,
East Carroll Parish, Iberville Parish, Jefferson Davis Parish, LaSalle Parish, Pointe Coupee
Parish, Union Parish and Vernon Parish. 
Effective August 1, 2014.

Summary of Amendments Adopted by Senate
Committee Amendments Proposed by Senate Committee on Judiciary A to the
engrossed bill
1. Adds St. Martin Parish and St. Mary Parish to the list of parishes in which
the clerks of the district courts are authorized, after obtaining consent of the
governing authority of the parish, to purchase an automobile for office use
and receive an automobile expense allowance.
