MOTOR VEHICLES. Provides relative to required credentials for registration of a motor
vehicle, trailer, or semitrailer, or other vehicle to be operated on public highways. (8/1/14)
AN ACT1
To amend and reenact R.S. 47:501(C)(1) and (2) and to enact R.S. 47:501(D), relative to2
registration of vehicles; to provide for required credentials for initial and first3
renewal of registration of a motor vehicle, trailer, or semitrailer; to provide for4
penalties for fraudulent execution of required credentials; and to provide for related5
matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 47:501(C)(1) and (2) are hereby amended and reenacted and R.S.8
47:501(D) is hereby enacted to read as follows:9

C.(1) An individual applying for initial registration of a motor vehicle, trailer,12
semitrailer, or other vehicle intended to be operated upon the public highways of this13
state shall provide a current and valid photo identification which includes the owner's14
full legal name and license number or identification card number issued in this state,15
another state, or by the United States military. An individual applying for initial16
registration through the mail shall include a copy of a current and valid photo17 SB NO. 418

identification which includes the owner's full legal name and license number or1
identification card number issued in this state, or another state, or by the United2
States military with his application. If the individual does not possess any of the3
credentials specified in this Paragraph, the individual shall certify in writing4
that he does not possess any of the credentials specified in this Paragraph on a5
form approved by the Department of Public Safety and Corrections. Any6
application which is not accompanied by a copy of the credential or the7
certification required by this Paragraph shall not be accepted or processed by8
the department after January 1, 2015. The individual's full legal name and the9
number on the any identification provided shall be placed on the application.10
(2) An individual applying for the first renewal of registration of a motor11
vehicle, trailer, semitrailer, or other vehicle intended to be operated upon the public12
highways of this state shall provide a current and valid photo identification which13
includes the owner's full legal name and license number or identification card14
number issued in this state, another state, or by the United States military. An15
individual applying for a first renewal through the mail shall include a copy of a16
current and valid photo identification which includes the owner's full legal name and17
license number or identification card number issued in this state, another state, or by18
the United States military with his application. The individual's full legal name and19
the number on the identification provided shall be placed on the application.20

D. Any person who executes a false, fraudulent, or altered certification,22
or who knowingly submits a false, fraudulent, or altered certification to the23
Department of Public Safety and Corrections in an application submitted24
pursuant to Subsection C of this Section shall be fined an amount not to exceed25
five hundred dollars or by imprisonment not to exceed six months, or both.26 SB NO. 418

Present law requires the registration of every vehicle. Requires an individual applying for
initial registration of a vehicle to provide or include a copy of a current and valid photo
identification.
Proposed law allows an individual who does not possess any of the required credentials to
certify, on a form approved by the Dept. of Public Safety and Corrections, that he does not
possess any of the credentials specified.
Proposed law provides that the execution of a false, fraudulent, or altered certification may
be punishable by a fine not to exceed $500 or by imprisonment not to exceed six months, or
both.
Effective August 1, 2014.
