LEGISLATIVE AGENCIES. Revises youth membership and staffing for the Legislative
Youth Advisory Council. (8/1/14)
AN ACT1
To amend and reenact R.S. 24:973.1(B)(1) and (F)(6), relative to the Legislative Youth2
Advisory Council; to provide for membership and staffing of the council; and to3
provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 24:973.1(B)(1) and (F)(6) are hereby amended and reenacted to read6
as follows: 7
ยง973.1. Legislative Youth Advisory Council; purpose, membership, duties,8
administration, report, student privacy9

B. Membership. (1) The council shall consist of the following twenty-one11
youth members appointed by the Louisiana Commission on Civic Education as12
follows:13
(a) Members appointed to represent youth within a congressional district.14
Fourteen youth members shall be appointed by the Louisiana Commission on Civic15
Education, two Two youth members shall be appointed from each congressional16
district and the remaining members from the state at large in a manner which reflects17 SB NO. 43

the diversity of the state to the greatest extent practicable.1
(b) Youth members shall be selected pursuant to an application process as2
provided in Paragraph (2) of this Subsection. Youth members and shall possess the3
qualifications as provided in Subsection C of this Section.4
(ii)(c) The commission shall select members to the council pursuant to this5
Subparagraph from among youths recommended by any 	of the following:6
(i) A school administrator, teacher, or representative of an approved home7
study program or a general education development skills program.8
(iii) In the event two qualified applicants cannot be found to represent a9
particular congressional district, in lieu of directly filling any such vacancy, the10
commission may select a qualified applicant from among youths nominated by a11
school club or community organization, as provided in Subparagraph (b) of this12
Paragraph, to serve as an at-large member in order to ensure full membership on the13
council.14
(b)(i) Members nominated by certain school clubs and community15
organizations. Up to seven youths may serve as members nominated by16
(ii) An adult representative of a school-sponsored club or community17
organization which has a mission that supports the ideals of character, leadership,18
and service; encourages mutual respect and instills civic responsibility; builds19
courage and confidence among young people through community participation; or20
promotes the principles of representative democracy, in an effort to build stronger21
communities by increasing civic engagement among youth.22
(ii) If the number of clubs or organizations eligible for and making a request23
to participate exceeds seven, the members shall be selected in the same manner and24
pursuant to the application process, specified in Paragraph (2) of this Subsection, as25
provided for the selection of other members by the commission.26
(iii) Any club or organization that meets the qualifications of this27
Subparagraph may submit one name to the commission, along with a letter of28
recommendation from an adult representative of the club or organization from which29 SB NO. 43

the youth is nominated and a letter of recommendation from a school administrator,1
teacher, or representative of an approved home study program or general education2

(6) The legislative Legislative staff of the Louisiana Commission on Civic7
Education shall provide staff staffing assistance to the council.8

DIGEST
Present law establishes and provides for the Legislative Youth Advisory Council (LYAC).
Present law provides that LYAC shall consist of the 14 youth members appointed by the La.
Commission on Civic Education (commission), two appointed from each congressional
district and the remaining members from the state at large in a manner which reflects the
diversity of the state to the greatest extent practicable pursuant to an application process
provided in present law who shall possess the qualifications provided in present law.
(1) Requires that the commission select LYAC members from among youths
recommended by any school administrator, teacher, or representative of an approved
home study program or a general education development skills program. Provides
that if two qualified applicants cannot be found to represent a particular
congressional district, in lieu of directly filling any such vacancy, the commission
may select a qualified applicant from among youths nominated by a school club or
community organization, as provided in present law, to serve as an at-large member
in order to ensure full membership on the council.
(2)Provides that up to seven youths may serve as members nominated by a
school-sponsored club or community organization that has a mission that supports
the ideals of character, leadership, and service; encourages mutual respect and instills

youth. Provides that if the number of clubs or organizations eligible for and making

(3)Provides that any such club or organization may submit one name to the commission,
along with a letter of recommendation from an adult representative of the club or
organization from which the youth is nominated and a letter of recommendation from
a school administrator, teacher, or representative of an approved home study

Proposed law provides that LYAC shall consist of 21 youth members appointed by the La.
Commission on Civic Education as follows: Two youth members shall be appointed from
each congressional district and the remaining members from the state at large in a manner
which reflects the diversity of the state to the greatest extent practicable.  Youth members
shall be selected pursuant to an application process provided in present law and shall possess
the qualifications provided in present law.
Proposed law provides that the commission shall select members to the council from among
youths recommended by any of the following:
(1)A school administrator, teacher, or representative of an approved home study
program or a general education development skills program.
(2) An adult representative of a school-sponsored club or community organization which
has a mission that supports the ideals of character, leadership, and service;

Present law provides for staffing of the LYAC by the legislative staff of the Louisiana
Commission on Civic Education.
Proposed law provides for LYAC staffing by legislative staff.
Effective August 1, 2014.
