AN ACT1
To amend and reenact R.S. 24:973.1(B)(1) and (F)(6), relative to the Legislative Youth2
Advisory Council; to provide for membership and staffing of the council; and to3
provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 24:973.1(B)(1) and (F)(6) are hereby amended and reenacted to read6
as follows: 7
ยง973.1. Legislative Youth Advisory Council; purpose, membership, duties,8
administration, report, student privacy9

B. Membership. (1) The council shall consist of the following twenty-one11
youth members appointed by the Louisiana Commission on Civic Education as12
follows:13
(a)(i) Members appointed to represent youth within a congressional district.14
Fourteen youth members shall be appointed by the Louisiana Commission on Civic15
Education, two Two youth members shall be appointed from each congressional16
district and the remaining members from the state at large in a manner which reflects17
the diversity of the state to the greatest extent practicable.18
(b) Youth members shall be selected pursuant to an application process as19
provided in Paragraph (2) of this Subsection. Youth members and shall possess the20
qualifications as provided in Subsection C of this Section.21
(ii)(c) The commission shall select members to the council pursuant to this22
Subparagraph from among youths recommended by any 	of the following:23 SB NO. 43	ENROLLED

(i) A school administrator, teacher, or representative of an approved home1
study program or a general education development skills program.2
(iii) In the event two qualified applicants cannot be found to represent a3
particular congressional district, in lieu of directly filling any such vacancy, the4
commission may select a qualified applicant from among youths nominated by a5
school club or community organization, as provided in Subparagraph (b) of this6
Paragraph, to serve as an at-large member in order to ensure full membership on the7
council.8
(b)(i) Members nominated by certain school clubs and community9
organizations. Up to seven youths may serve as members nominated by10
(ii) An adult representative of a school-sponsored club or community11
organization which has a mission that supports the ideals of character, leadership,12
and service; encourages mutual respect and instills civic responsibility; builds13
courage and confidence among young people through community participation; or14
promotes the principles of representative democracy, in an effort to build stronger15
communities by increasing civic engagement among youth.16
(ii) If the number of clubs or organizations eligible for and making a request17
to participate exceeds seven, the members shall be selected in the same manner and18
pursuant to the application process, specified in Paragraph (2) of this Subsection, as19
provided for the selection of other members by the commission.20
(iii) Any club or organization that meets the qualifications of this21
Subparagraph may submit one name to the commission, along with a letter of22
recommendation from an adult representative of the club or organization from which23
the youth is nominated and a letter of recommendation from a school administrator,24
teacher, or representative of an approved home study program or general education25
development skills program.26

Education shall provide staff staffing assistance to the council.1
