DIGEST Morrell (SB 437) Proposed law requires the State Board of Elementary and Secondary Education (BESE) to create a commission to review the performance of the schools under the jurisdiction of the Recovery School District (RSD) in any city, parish, or other local public school district where schools have been transferred to and remained under the jurisdiction of the RSD for five or more years. Proposed law provides that each such commission created be composed of the following members: (1)Two members appointed by the president of BESE. (2)One member appointed by the president of the city, parish, or other local public school board of the district where the commission is created. (3)Two members appointed by the superintendent of the RSD. (4)One member appointed by the mayor of the city where the commission is created. (5)Three members who shall be members of an association or other collaborative that manages or operates three or more charter schools, appointed by the president of BESE. (6)One member appointed by a community-based organization located in the district where the commission is created that is actively engaged in efforts to improve the quality of public schools. Proposed law requires each commission to review the performance of the public schools within the local public school district that have been transferred to the jurisdiction of the RSD through methods including but not limited to the following: (1)Comparison of student and school performance data. (2)Analysis of the quality of the school environment including student body diversity, the enrollment process, opportunities for parental involvement, and the physical plant. (3)Analysis of the quality of the curriculum, including magnet programs, art and music programs, clubs and service organizations, and athletics and other extracurricular and intracurricular activities. (4)Assessment of student, parent, and community satisfaction with the schools and the management of the RSD. Proposed law requires each commission to submit a report of its findings and recommendations to the local public school board, the state superintendent of education, and BESE. Proposed law requires that each commission cease to exist two years from the date of its creation. Effective August 1, 2014. (Adds R.S. 17:1990.1)
