AN ACT1
To enact R.S. 44:4(48), relative to public records; to provide for the application of the public2
records law; to provide exceptions from the public records law for certain security3
issues; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 44:4(48) is hereby enacted to read as follows:6
ยง4. Applicability7
This Chapter shall not apply:8

(48)(a) To security surveillance video of the capitol area and grounds or10
to any images on security surveillance video of the capitol area and grounds11
regardless of format.12
(b) For purposes of this Paragraph, the phrase "capitol area and13
grounds" shall mean the state capitol and the parking areas and grounds14
immediately surrounding the state capitol, the capitol annex and the parking15
areas and grounds immediately surrounding the capitol annex, and the16
pentagon barracks buildings and the parking areas and grounds immediately17
surrounding the pentagon barracks buildings.18
Section 2. This Act shall become effective upon signature by the governor or, if not19
signed by the governor, upon expiration of the time for bills to become law without signature20

by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If1
vetoed by the governor and subsequently approved by the legislature, this Act shall become2
effective on the day following such approval.3
