MOTOR VEHICLES. Provides relative to a special prestige license plate for the Delta
Waterfowl Foundation. (8/1/14)
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the creation, issuance, and design of such license plates; to provide relative to3
fees for such plates; to authorize the promulgation of rules and regulations relative4
to the creation and implementation of a special prestige license plate; and to provide5
for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:8
ยง463.165.  Special prestige license plates; Delta Waterfowl Foundation9
A. The secretary of the Department of Public Safety and Corrections10
shall establish a special prestige motor vehicle license plate for the Delta11
Waterfowl Foundation, provided there is a minimum of one thousand12
applicants for such plate. These license plates shall be restricted to use on13
passenger cars, pickup trucks, recreational vehicles, and vans.14
B. The secretary shall work in conjunction with the Delta Waterfowl15
Foundation to select the color and design of the plate provided that it is in16
compliance with R.S. 47:463(A)(3).17 SB NO. 477

C. The prestige license plate shall be issued, upon application, to any1
citizen of Louisiana in the same manner as any other motor vehicle license plate.2
D. The department shall collect an annual royalty fee of twenty-five3
dollars for this special prestige license plate that shall be disbursed in4
accordance with Subsection E of this Section. This fee shall be in addition to the5
standard motor vehicle license tax imposed by Article VII, Section 5 of the6
Constitution of Louisiana.7
E. The annual royalty fee shall be collected by the department and8
forwarded to the Delta Waterfowl Foundation.  The monies received from the9
royalty fees shall be used solely to support the activities of the Delta Waterfowl10
Foundation.11
F. The secretary shall adopt rules and regulations as are necessary to12
implement the provisions of this Section.13

Proposed law requires the secretary of the Dept. of Public Safety and Corrections to issue
special prestige license plates to be known as the Delta Waterfowl Foundation license plate.
Proposed law provides that the prestige license plate shall be issued, upon application, to any
citizen of Louisiana in the same manner as any other motor vehicle license plate.
Proposed law provides for the secretary to work in conjunction with the Delta Waterfowl
Foundation to select the color and design of the plate.
Proposed law requires the department to collect an annual royalty fee of $25 for each plate
issued and specifies that such fees be collected by the department and forwarded to the Delta
Waterfowl Foundation. Specifies that the monies received from the royalty fees shall be
used solely to support the activities of the Delta Waterfowl Foundation. Further provides for
the standard registration license fee.
Proposed law requires the secretary to adopt rules and regulations to implement the
provisions provided in proposed law.
Effective August 1, 2014.
