HEALTH SERVICES.  Provides for authorized procedures provided by direct service
workers. (gov sig)
AN ACT1
To amend and reenact R.S. 37:1032(3) and to enact R.S. 37:1032(4), relative to authorized2
procedures of direct service workers; to provide for the administration of insulin; to3
provide for an effective date; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 37:1032(3) is hereby amended and reenacted, and R.S. 37:1032(4)6
is hereby enacted to read as follows:7
ยง1032. Authorized procedures8
Direct service workers may perform any or all of the following tasks for an9
individual who is in stable condition only when the task may be performed according10
to exact directions and there is no need to alter the standard procedure and the results11
are predictable:12

(3) Administration of insulin subcutaneously, nasally, or via insulin14
pump.15
(4) Other non-complex tasks which may be delegated by the registered nurse16
to the direct service worker pursuant to rules promulgated pursuant to this Part.17 SB NO. 499

Section 2. This Act shall become effective upon signature by the governor or, if not1
signed by the governor, upon expiration of the time for bills to become law without signature2
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If3
vetoed by the governor and subsequently approved by the legislature, this Act shall become4
effective on the day following such approval.5

Present law provides a direct service worker may perform the following tasks for an
individual:
(1)Administration of oral and topical medication, ointments, suppositories, or a pre-
measured dosage unit provided by the manufacturer of an oral inhalant aerosol as
ordered by an authorized prescriber. Any medication administered by a direct service
worker under present law shall be in a container that meets acceptable
pharmaceutical standards and is marked with clear instructions, the prescriber's
name, the prescription number, if any, and the name of medication, dosage, and
route. Under no condition shall a direct service worker administer medications not
in compliance with the provisions of present law.
(2)Provision of routine hydration, nutrition, or medication by way of an established
gastro-tube.
(3)Other non-complex tasks which may be delegated by the registered nurse to the
direct service worker pursuant to rules promulgated pursuant to present law.
Proposed law adds the administration of insulin subcutaneously, nasally, or via insulin pump
to the present law of tasks a direct service worker may perform for an individual.
Effective upon signature of the governor or lapse of time for gubernatorial action.
