Regular Session, 2014 SENATE BILL NO. 499 BY SENATOR HEITMEIER HEALTH SERVICES. Provides for authorized procedures provided by direct service workers. (gov sig) AN ACT1 To amend and reenact R.S. 37:1032, relative to authorized procedures of direct service2 workers; to provide for the administration of insulin; to provide for an effective date;3 and to provide for related matters.4 Be it enacted by the Legislature of Louisiana:5 Section 1. R.S. 37:1032 is hereby amended and reenacted to read as follows:6 ยง1032. Authorized procedures7 A. Direct service workers may perform any or all of the following tasks for8 an individual who is in stable condition only when the task may be performed9 according to exact directions and there is no need to alter the standard procedure and10 the results are predictable:11 (1) Administration of oral and topical medication, ointments, suppositories,12 or a pre-measured dosage unit provided by the manufacturer of an oral inhalant13 aerosol as ordered by an authorized prescriber. Under no condition shall a direct service worker administer medications not1 in compliance with the provisions of this Section.2 (2) Provision of routine hydration, nutrition, or medication by way of an3 established gastro-tube.4 (3) Other non-complex tasks which may be delegated by the registered nurse5 to the direct service worker pursuant to rules promulgated pursuant to this Part.6 B. Direct service workers may administer insulin subcutaneously,7 nasally, or via insulin pump for individuals subject to criteria to be developed,8 and rules and regulations promulgated by the Department of Health and9 Hospitals, in conjunction with the Louisiana State Board of Nursing, consistent10 with this Part.11 Section 2. This Act shall become effective upon signature by the governor or, if not12 signed by the governor, upon expiration of the time for bills to become law without signature13 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
