DENTISTRY.  Provides relative to the practice of dentistry and the regulation of the profession.

Report adopts House amendments to:
1. Delete provisions relative to the powers and duties of the Dept. of Health and
Hospitals.
2. Add emergency effective date except that provisions changing domicile of the
board to E.B.R. and providing for venue in the 19
th
 JDC instead of the CDC in
Orleans Parish are to become effective on January 1, 2017.
3. Make technical changes.
Report rejects House amendments which would have:
1. Provided that the ten year limit of a board member's service be effective January
1, 2017.
Report amends the bill to:
1. Provide that the ten year limit of a board member's service applies to every
member, regardless of the dates of service, including past service.
Digest of the bill as proposed by the Conference Committee
Present law provides for terms of members of the La. State Board of Dentistry ("board").
Proposed law provides that regardless of a member's dates of service, including past service, no
person shall serve more than a total of 10 years on the board, whether such service consists of
full or partial terms, or is consecutive or not. Proposed law provides that proposed law shall not prevent a board member serving on August 1,
2014, from completing his term of service, but shall thereafter apply.
Present law provides that the domicile of the board shall be the city of New Orleans.
Proposed law changes the domicile of the board to the parish of East Baton Rouge.
Present law provides that judicial review of a decision of the board shall be in the civil district
court for the parish of Orleans.
Proposed law changes the venue of judicial review of a decision of the board to the 19
th
 Judicial
District in East Baton Rouge Parish.
Proposed law provides for an effective date of Jan. 1, 2017 as to for provisions of domicile of the
board (R.S. 37:753(I) and the court for purposes of filing suits (R.S. 37:786(A)(1) and (C).
Remaining provisions are effective upon signature of the governor or lapse of time for
gubernatorial action.
