TRANSPORTATION/DEV DEPT. Provides for a Complete Streets Policy and creates the
Complete Streets Advisory Council. (gov sig)
AN ACT1
To enact R.S. 48:22.1, relative to transportation; to provide requirements for "Complete2
Streets"; to provide for exceptions; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1.  R.S. 48:22.1 is hereby enacted to read as follows: 5
ยง22.1.  Complete Streets; findings; requirements; exceptions6
A. The legislature finds that development of a comprehensive,7
integrated, connected transportation network for Louisiana which balances the8
access, mobility, health, and safety needs of motorists, transit users, bicyclists,9
and pedestrians of all ages and abilities, including the users of wheelchairs and10
mobility aids, is integral to the public health, welfare, and quality of life of11
Louisiana's citizens and visitors. Further, the legislature finds that the12
development of such a fully integrated transportation system, by planning,13
designing, funding, constructing, managing, and maintaining a complete and14
multimodal network, will achieve and sustain mobility and safely accommodate15
pedestrians, bicyclists, and transit users.16
B. The legislature directs the department to adopt and maintain a17 SB NO. 527

Complete Streets Policy to facilitate the purposes set forth in Subsection A of1
this Section. In the development of such policy, the department shall make2
reasonable efforts to engage interested stakeholders through an advisory group3
to be known as the Complete Streets Advisory Council. The department shall4
establish goals to be incorporated into practical projects within the highway5
priority program and shall track the progress by department district.  The6
department shall submit a written progress report annually in conjunction with7
the department's submission of the Highway Priority Program to the House and8
Senate committees on transportation, highways, and public works and to the9
Complete Streets Advisory Council.10
C. The Complete Streets Advisory Council shall consist of a11
representative appointed by each of the following organizations and shall12
include such other persons or representatives of organizations selected by the13
council:14
(1) The Department of Transportation and Development.15
(2) The American Association of Retired Persons.16
(3) The Center for Planning Excellence.17
(4) The Federal Highway Administration.18
(5) Any research center based at a university in Louisiana that is19
interested in the Complete Streets Policy.20
(6) A member appointed by a majority of the metropolitan planning21
organizations.22
(7) Other interested Complete Streets advocacy groups.23
D. The department shall adopt performance measures to evaluate the24
effectiveness of the Complete Streets Policy. These performance measures shall25
include both process and outcome oriented indicators as determined by the26
department in conjunction with the Complete Streets Advisory Council.27
Section 2. This Act shall become effective upon signature by the governor or, if not28
signed by the governor, upon expiration of the time for bills to become law without signature29 SB NO. 527

by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If1
vetoed by the governor and subsequently approved by the legislature, this Act shall become2
effective on the day following such approval.3
