FISCAL CONTROLS. Provides with respect to the Road Home Corporation, the Louisiana
Land Trust or other housing assistance programs when disposing of certain properties.

AN ACT1
To enact R.S. 40:600.66(B)(5), relative to the Road Home Corporation and the Louisiana2
Land Trust; to provide for the disposition of certain properties by the Road Home3
Corporation, the Louisiana Land Trust, or certain other housing assistance programs;4
and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 40:600.66(B)(5) is hereby enacted to read as follows:7

Louisiana Land Trust9

B. Housing assistance rendered by the Road Home Corporation or the11
Louisiana Land Trust or rendered through any other housing assistance program12
under the provisions of this Chapter shall be subject to the following:13

(5) In addition to following any provisions of Action Plan amendments15
relevant to Road Home Properties, whenever the Road Home Corporation, the16
Louisiana Land Trust, or any other housing assistance program develops plans17 SB NO. 591

to bundle single lots or contiguous properties to be sold at auction, to bundle1
single lots or contiguous properties for sale for targeted development, or to2
bundle single lots or contiguous properties for reintroduction to the3
marketplace through other strategies, such entity operating under the4
provisions of this Chapter shall ensure that participation in the sale is open to5
all persons, public or private, including for-profit as well as nonprofit.6

Present law provides for the powers and responsibilities of the Road Home Corporation and
the La. Land Trust.  Provides for housing assistance rendered by the Road Home
Corporation, the La. Land Trust, or rendered through any other house assistance program.
Proposed law retains present law and also provides that whenever such entities develop plans
to bundle single lots or contiguous properties to be sold in bulk at auction, for sale for
targeted development, or for reintroduction to the marketplace through other strategies, such
entities shall ensure that participation in the sale is open to all persons, public or private,
including for-profit as well as nonprofit.
Effective August 1, 2014.

1. Deletes the requirement that whenever the Road Home Corporation, the La.
Land Trust, or other housing entity develops plans to bundle single lots or
contiguous properties to be sold, such entities shall develop the plans with
the concurrence of the appropriate neighborhood or homeowner association.
