Morrell (SB 591)
Present law provides for the powers and responsibilities of the Road Home Corporation and the
La. Land Trust. Provides for housing assistance rendered by the Road Home Corporation, the La.
Land Trust, or rendered through any other house assistance program.
Proposed law retains present law and provides that in addition to following any amendments to
The Road Home Program's Action Plan relevant to Road Home properties, when the Road Home
Corporation, Louisiana Land Trust or other housing assistance program develops plans to bundle
single lots or contiguous properties to be sold at auction, to bundle single lots or contiguous
properties for sale for targeted development, or to bundle single lots or contiguous properties for
reintroduction to the marketplace through other strategies, then these entities are to ensure that
participation in the sale is open to all persons, public or private, including for-profit as well as
nonprofit entities.
Proposed law is not to apply to any "lot next door program" that provides an opportunity to
owners of property sharing a common boundary with a former Road Home property to purchase
the property.
Effective August 1, 2014.

1. Deletes the requirement that whenever the Road Home Corporation, the La. Land
Trust, or other housing entity develops plans to bundle single lots or contiguous
properties to be sold, such entities shall develop the plans with the concurrence of
the appropriate neighborhood or homeowner association.
Senate Floor Amendments to engrossed bill
1. Adds that proposed law does not to apply to any "lot next door program" that
provides an opportunity to property owners sharing a common boundary with a
former Road Home property to purchase the property.
