Erdey (SB 598) Act No. 498 Prior law, relative to cooperative purchasing under the Procurement Code, authorized local public procurement units and private procurement units to engage in cooperative purchasing. Defined "cooperative purchasing" as procurement conducted by or on behalf of more than one public procurement unit or by a public procurement unit with an external procurement activity or by a private procurement unit. Defined "local public procurement unit" as any parish, city, town, governmental body, and any other subdivision of the state or public agency thereof, public authority, public educational, health, or other institution, and to the extent provided by law, any other entity that expends public funds for the acquisition or leasing of supplies, services, major repairs, and construction, and any nonprofit corporation operating a charitable hospital. Defined "private procurement unit" as any independent institution of higher education in this state. New law retains prior law and includes an early childhood learning center as defined in prior law in the definition of "private procurement unit". Prior law (R.S. 46:1403(A)(6)) defined "early childhood learning center" as any child day care center, Early Head Start grantee, Head Start grantee, or stand-alone prekindergarten or kindergarten that is not attached to a school and that is licensed by the state.
