Regular Session, 2014 SENATE BILL NO. 610 BY SENATOR GALLOT MOTOR VEHICLES. Creates a prestige license plate for Cedar Creek School in Ruston, Louisiana. (8/1/14) AN ACT1 To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2 for the creation, issuance, and design of such license plates; to provide relative to the3 fee and distribution of such plates; to authorize the promulgation of rules and4 regulations relative to the creation and implementation of a special prestige license5 plate; and to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 47:463.165 is hereby enacted to read as follows:8 ยง463.165. Special prestige license plates; Cedar Creek School9 A. The secretary of the Department of Public Safety and Corrections10 shall establish a special prestige motor vehicle license plate for the Cedar Creek11 School in the city of Ruston, provided there is a minimum of one thousand12 applicants for such plate. These license plates shall be restricted to use on13 passenger cars, pickup trucks, recreational vehicles, and vans.14 B. C. The prestige license plate shall be issued, upon application, to any1 citizen of Louisiana in the same manner as any other motor vehicle license plate.2 D. The department shall collect an annual royalty fee of twenty-five3 dollars for this special prestige license plate that shall be disbursed in4 accordance with Subsection E of this Section. This fee shall be in addition to the5 standard motor vehicle license tax imposed by Article VII, Section 5 of the6 Constitution of Louisiana, and a handling fee of three dollars and fifty cents for7 each plate to be retained by the department to offset a portion of administrative8 cost.9 E. The annual royalty fee shall be collected by the department and10 forwarded to the Cedar Creek Foundation Endowed Fund. The monies11 received from the royalty fees shall be used solely for the support of programs12 for Cedar Creek School.13 F. DIGEST Gallot (SB 610) Proposed law requires the secretary of the Dept. of Public Safety and Corrections to issue special prestige license plates to be known as the Cedar Creek School license plate. Proposed law provides that the prestige license plate shall be issued, upon application, to any citizen of Louisiana in the same manner as any other motor vehicle license plate. Proposed law provides for the secretary to work in conjunction with the Cedar Creek School in the city of Ruston to select the color and design of the plate. Proposed law requires the department to collect an annual royalty fee of $25 for each plate issued and specifies that such fees be collected by the department and forwarded to the Cedar Creek Foundation Endowed Fund. Specifies that the monies received from the royalty fees shall be used solely for the support of programs for Cedar Creek School. Further provides for the standard registration license fee and a handling fee of $3.50 to be retained by the department to offset a portion of administrative cost. Proposed law requires the secretary to adopt rules and regulations to implement the provisions provided in proposed law.
