POSTSECONDARY ED. Requires development and use of a common application for state
public colleges and universities. (gov sig)
AN ACT1
To enact R.S. 17:3138, relative to public postsecondary education; to provide for the2
development and implementation of a common application for admission to public3
institutions of postsecondary education in Louisiana; to allow use of the common4
application by certain independent colleges and universities; to provide relative to5
application fees; to allow collection of ancillary information; to provide for an6
implementation date; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 17:3138 is hereby enacted to read as follows:9
ยง3138.  Louisiana common application; development; implementation10
A.(1) The Board of Regents, in collaboration with the public11
postsecondary education management boards, shall provide for the12
development and implementation of a common application whereby Louisiana13
residents and non-residents may apply to any public college and university in14
the state.15
(2) Regionally accredited independent colleges and universities that are16
members of the Louisiana Association of Independent Colleges and Universities17 SB NO. 62

may also utilize the Louisiana common application.1
B.  Each public college and university shall accept the Louisiana common2
application, which a student may complete one time and submit to as many3
institutions as he wishes to apply. Applications may be submitted electronically4
or in a paper format, as specified by the individual postsecondary institution.5
C. Each public college and university may impose such application fees6
as may be allowed by law and shall be allowed to separately collect such7
supplemental documentation and information as it deems necessary to properly8
evaluate the student's application.9
D. Notwithstanding the provisions of Subsection B of this Section, if a10
student chooses to utilize the "Common Application" developed and11
administered by the not-for-profit membership organization, The Common12
Application, Inc., a public college or university may accept such application in13
lieu of the Louisiana common application required by this Section.14
E. The Louisiana common application shall be fully implemented and15
available to students applying for admission for the 2015-2016 academic year.16
Section 2. This Act shall become effective upon signature by the governor or, if not17
signed by the governor, upon expiration of the time for bills to become law without signature18
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If19
vetoed by the governor and subsequently approved by the legislature, this Act shall become20
effective on the day following such approval.21

Proposed law provides for a Louisiana common application for public colleges and
universities as follows:
(1)Requires the Board of Regents, in collaboration with the public postsecondary
education management boards, to provide for the development and implementation
of a common application whereby Louisiana residents and non-residents may apply
to any public college and university in the state.

application.
(3)Requires each public college and university to accept the Louisiana common
application.
(4)Provides that a student may complete the application one time and submit to as many
institutions as he wishes to apply.
(5)Provides that applications may be submitted electronically or in a paper format, as
specified by the individual postsecondary institution.
(6)Allows each public college and university to impose its customary application fee
and to separately collect such supplemental documentation and information as it
deems necessary to properly evaluate a student's application.
Proposed law provides that if a student chooses to utilize the "Common Application"
developed and administered by the not-for-profit membership organization, The Common
Application, Inc., a public college and university may accept such application in lieu of the
La. common application required by 	proposed law.
Proposed law provides that the Louisiana common application shall be fully implemented
and available to students applying for admission for the 2015-2016 academic year.
Effective upon signature of the governor or lapse of time for gubernatorial action.
