SENATE BILL NO. 635
BY SENATOR LAFLEUR 
FISCAL CONTROLS. Moves the Cecil J. Picard Educational and Recreational Center from
the Department of Education to the office of juvenile justice. (gov sig)
AN ACT1
To enact R.S. 15:905.1 and repeal R.S. 17:24.3, relative to the Cecil J. Picard Educational2
and Recreational Center; to establish the Cecil J. Picard Educational and3
Recreational Center in the office of juvenile justice; to provide for the operations of4
the facility; to provide for moving the property between agencies; to repeal certain5
provisions governing the facility in the Department of Education; to provide for an6
effective date; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 15:905.1 is hereby enacted to read as follows:9
ยง905.1 Cecil J. Picard Educational and Recreational Center; rates and fees10
A. In accordance with the provisions of R.S. 39:11, et seq., responsibility11
for the Cecil J. Picard Educational and Recreational Center, including all lands,12
property, facilities, equipment, or any other tangible movable property which13
is part of the facility as of the effective date of this Act, shall be assigned from14
the Department of Education to the Department of Public Safety and15
Corrections, office of juvenile justice.16

the administration and the affairs of the Department of Public Safety and1
Corrections, office of juvenile justice as provided in R.S. 15:905, the office of2
juvenile justice shall exercise all powers, duties, functions, and responsibilities3
in connection with the management and operation of the Cecil J. Picard4
Educational and Recreational Center in Bunkie.5
C.  The deputy secretary for youth services may set rental rates and6
usage fees for the Cecil J. Picard Educational and Recreational Center.7
Additionally, the deputy secretary for youth services shall establish all rules and8
regulations necessary for the operation of the facility consistent with the mission9
of the office of juvenile justice and to provide opportunities for youths.10
Section 2.  R.S. 17:24.3 is hereby repealed.11
Section 3. This Act shall become effective upon signature by the governor or, if not12
signed by the governor, upon expiration of the time for bills to become law without signature13
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If14
vetoed by the governor and subsequently approved by the legislature, this Act shall become15
effective on the day following such approval.16

Proposed law provides that in accordance with the provisions governing the administration
of state lands, responsibility for the Cecil J. Picard Educational and Recreational Center,
including all lands, property, facilities, equipment, or any other tangible movable property
that is part of the facility as of the effective date of the Act, shall be assigned from the
Department of Education to the Department of Public Safety and Corrections, office of
juvenile justice.
Proposed law additionally provides that the office of juvenile justice shall exercise all
powers, duties, functions, and responsibilities in connection with the management and
operation of the Cecil J. Picard Educational and Recreational Center in Bunkie.
Proposed law provides that the deputy secretary for youth services may set rental rates and
usage fees for the Cecil J. Picard Educational and Recreational Center. Additionally provides
that the deputy secretary for youth services shall establish all rules and regulations necessary
for the operation of the facility consistent with the mission of the office of juvenile justice
and to provide opportunities for youths.
Repeals the operation of the Cecil J. Picard Educational and Recreational Center under the
