Regular Session, 2014 SENATE BILL NO. 635 BY SENATOR LAFLEUR FISCAL CONTROLS. Moves the Cecil J. Picard Educational and Recreational Center from the Department of Education to the office of juvenile justice. (1/1/15) AN ACT1 To enact R.S. 15:905.1 and to repeal R.S. 17:24.3, relative to the Cecil J. Picard Educational2 and Recreational Center; to establish the Cecil J. Picard Educational and3 Recreational Center in the office of juvenile justice; to provide for the operations of4 the facility; to provide for transferring the property between agencies; to repeal5 certain provisions governing the facility in the Department of Education; to provide6 for an effective date; and to provide for related matters.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 15:905.1 is hereby enacted to read as follows:9 .ยง905.1. Cecil J. Picard Educational and Recreational Center; rates and fees10 A. In accordance with the provisions of R.S. 39:11 et seq., responsibility11 for the Cecil J. Picard Educational and Recreational Center, including all lands,12 property, facilities, equipment, or any other corporeal movable property which13 is part of the facility as of the effective date of this Section, shall be transferred14 from the Department of Education to the Department of Public Safety and15 Corrections, office of juvenile justice.16 B. Picard4 Educational and Recreational Center in Bunkie.5 C. The deputy secretary for youth services may set rental rates and usage6 fees for the Cecil J. Picard Educational and Recreational Center. Additionally,7 the deputy secretary for youth services shall establish all rules and regulations8 necessary for the operation of the facility consistent with the mission of the9 office of juvenile justice and to provide opportunities for youths.10 Section 2. R.S. 17:24.3 is hereby repealed.11 Section 3. This Act shall become effective on January 1, 2015.12 The original instrument was prepared by Jay Lueckel.
