DIGEST LaFleur (SB 635) Proposed law provides that in accordance with the provisions governing the administration of state lands, responsibility for the Cecil J. Picard Educational and Recreational Center, including all lands, property, facilities, equipment, or any other tangible movable property that is part of the facility as of the effective date of proposed law, shall be transferred from the Department of Education to the Department of Public Safety and Corrections, office of juvenile justice. Proposed law additionally provides that the office of juvenile justice shall exercise all powers, duties, functions, and responsibilities in connection with the management and operation of the Cecil J. Picard Educational and Recreational Center in Bunkie. Proposed law provides that the deputy secretary for youth services may set rental rates and usage fees for the Cecil J. Picard Educational and Recreational Center. Additionally provides that the deputy secretary for youth services shall establish all rules and regulations necessary for the operation of the facility consistent with the mission of the office of juvenile justice and to provide opportunities for youths. Repeals the operation of the Cecil J. Picard Educational and Recreational Center under the Department of Education. Effective upon signature of the governor or lapse of time for gubernatorial action.
